What is the difference between conductors and insulators from the atomic perspective?

As we know electrons are charge carriers. Conductors conducts electricity while insulators do not.
In an atom, electrons are surrounding nucleus. In case of conductors, the outermost electrons are loosely bound so that they are able to move from one place to another easily. Hence, making it easy to conduct electricity. For example, copper.
Insulators case is different. Here, outermost electrons are tightly bounded in an atom. So, electrons are not able to freely move from one place to another here. Making them bad for conduction. For example, glass.
