The priority of groups are decided by using CIP rule which is applied as follows :

1- The atom with the highest atomic number is assigned the highest priority.

2- The atom with the lowest atomic number is assigned the lowest priority.

The rule for assigning R S configuration to the molecule is as follows :

1- Assign priority of all the four group attached.

2- Rotate from priority 1 to 4, then

3- If 4th group on dash and rotation is clockwise then it is R configuration and vice versa.
