On April 29, 2017, Trooper Aaron Rumford was involved in a vehicle pursuit on West Wilson Boulevard in Wilson County. I have reviewed the corresponding investigative case file prepared by Sergeant Kenneth Hackett and my findings are as follows:
Trooper Rumford was assisting Mount Juliet police in locating multiple subjects who had fled on foot after a vehicle pursuit, while on the lookout, Rumford observed a vehicle driving recklessly through the residential neighborhood. Rumford activated his emergency lights and the vehicle momentarily yielded but then accelerated back up to around 30 miles per hour. Rumford then activated both audible and visual emergency equipment and the again yielded, however, it then quickly accelerated, failing
This officer responded to Broad and Ridge Rd to assist Ofc. Gary with an accident and OWI Investigation. This officer arrived on scene and took over the investigation so Ofc. Gary could respond to a SWAT call out in Schererville. Ofc. Gary advised that Newland rear-ended a vehicle driven by Mathew Maples causing property damage. Maples also positively identified Newland as the driver of the vehicle during the accident.
Unit 2 was driving eastbound in the left lane of 167th St. between Orchard Ridge Ave. and Anthony Ave. in Hazel Crest, IL. Unit 2's approximate speed was 35 miles per hour. A large puddle of water had formed from a very recent rain. It covered the right lane and part of the left lane. The driver of Unit 2 noticed the puddle and proceeded to slow down to a speed of approximately 20 miles per hour. The driver of Unit 2 then noticed Unit 1 coming from behind in the right lane at a high rate of speed. Unit 1 tried to avoid the puddle without slowing down and impacted Unit 2. On 03/04/17, Deputy Cody Martin, attempted to make a traffic stop for a defective license plate light on Highway 161 @ Wooten Road. When Deputy Martin initiated his emergency lights, the vehicle turned east onto Wooten Road; failing to yield to Deputy Martin. Deputy Martin continued following the vehicle, and in the area of Boyd Road he initiated his siren and advised he was in pursuit.

On Tuesday, June 6, 2017, at approximately 2134 hours, Trooper Jason Brown, Unit 522, conducted a traffic stop at the junction of US 460 and Camargo Leevee Road in Montgomery County. Jimmy White was pulled over for driving with no headlights. When Trooper Brown made contact with Mr. White, dispatch advised Mr. White had active arrest warrants. When Trooper Brown advised Mr. White that he had active warrants and was under arrest, Mr. White began to flee on foot. Trooper Brown chased him approximately 300 feet giving him loud verbal commands to stop running. Mr. White tripped over some debris in the yard he was running through and fell to the ground. When he got back up to continue running, Trooper Brown attempted to place him in hand cuffs.
I noted it was daylight with no rain. Sergeant Marler’s 2013 Dodge Durango (002RSN) was in good condition. The incident occurred on a two lane county road with a posted speed limit of 35mph. There was an AT&T telephone box damaged during the incident. Sergeant Marler’s vehicle was not damaged during the incident. The suspect’s vehicle exhibited extensive damage. The incident was not called out over the radio therefore the duration can only be estimated; approximately 1 minute. The incident covered a distance of approximately 1500 feet.
In March 2001, a Georgia deputy attempted to pull over 19-year-old Victor Harris for driving 73 miles-per-hour in a 55 miles-per-hour zone. Instead of slowing down, Harris increased his speed, which initiated a chase at speeds exceeding 85 miles-per-hour. The deputy radioed for backup to pursue him. Deputy Timothy Scott, the petitioner in this case, joined the group of officers pursuing Harris. The officers attempted to box Harris into a shopping center parking lot, but he made a sharp turn, collided with Deputy Scott, and sped off again. Deputy Scott took over as the lead pursuit officer in the chase.
On November 3, 2007, a crime was committed in Hapeville, Georgia. A mother and her son heard a commotion outside their residence house. When mother discover a man sitting inside her orange and white truck, the man threated her at gunpoint with a pistol. The female victim was told to go back inside her property. Female victim son called the police immediately to notify them of situation. Hapeville Police Department officers were dispatched to the home. A Hapeville officer on duty spotted the stolen truck less than a half mile from the location vehicle was taken from. The officer pursue the truck, and the thief exit the vehicle and started running. However, despite the fact that Atlanta Police helicopters were used in the search to cover more range, officers failed to apprehend the suspect. While enroute I learned Trooper Dingman was out a 30 Marie Ave investigating. I arrived and found Trooper Dingman speaking with a male & female inside of apt. #1. Trooper Dingman briefed me there was an altercation between Linda Showalter, Jessica Goose, Eli Raisch, & Valerie Hartmann. Trooper Dingman stated there was a call for service about 46 hrs. ago where Valerie reported a family member of Jessica’s was inside Valerie’s cleaning when she was accused of stealing pain medication. Valerie & Linda then confronted Jessica & Eli about it, and an argument ensured.
On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.
On Thursday, 07/09/2015, at approximately 1722 hours, I, Deputy Stacy Stark #1815, responded to 147 Hillendale Dr., Murphysboro, IL 62966 to speak with the reporting party, Gary W. Darnell (M/W, DOB: 07/10/1956) and his wife, also the victim, Jane M. Darnell (F/W, DOB: 03-31-1958) about a reckless driving complaint. Jackson County Dispatch received the call for service via a non-emergency line at the Jackson County Sheriff’s Office.

At approximately 1:13 p.m., I arrived at the scene and met with Trooper Cox. Trooper Cox advised me what had transpired prior to my arrival. Trooper Cox said a gold 2000 Saturn LS1 and a black 2011 Ford Mustang GT were traveling the wrong way
This case was one of the most anticipated Federal cases to date that deals with police pursuits. Deputy Scott was on a high speed chase with a nineteen year old clocked 73 in a 55 mph zone. This teen was not only speeding, but when cornered in a parking lot, hit Deputy Scotts’ vehicle to try to escape. Scott, along with other law enforcement, continued in pursuit of Harris. Scott requested to be able to do a Precision Intervention Technique but realized the vehicle was going too fast to maneuver
On 07/15/2015, at approximately 2305 hours, your Affiant was on routine patrol on Main Street (SR924) when I observed a silver Chrysler sedan parked in the One Hundred Block of South Main Street (westside of the street) near the intersection of Oak Street. The vehicle displayed a Pennsylvania registration of JRJ-5342. The registration was checked utilizing the Pennsylvania Department of Transportation vehicle record abstract which revealed that the license plate was assigned by the department to KYLE ROBERT & SARAH LYNN FOGARTY for a 1998 Chevrolet. I then verified the status of KYLE and SARAH FOGARTY'S driving licenses both of which were suspended by the Department of Transportation.
