Street Child Reunification

The book “With No Direction Home: Homeless Youth on the Road and in the Streets” written by Marni Finkelstein refers to the homeless youth. This book describes the lifestyle of the teenagers with no home and explains with detail about what consist in their everyday lives in the streets of New York City. The purpose of this book is to explain to people who these kids are and to see life in their point of view. It explains the difference between street kids and the kids that live on the street. We need to understand that the kids that live on the streets have their own culture and their own way of surviving. Learning their point of view would be a great eye opening experience for everyone and to also understand their struggle. This book explains a study that was done to 50 street kids and life on the streets.

Families’ needs involve treating families with dignity and respect, no matter what the allegations against them are, and including them in decisions that affect them and their children. Also by using a strengths perspective with families as foster care workers work with them to determining intervention plans for their child(ren), and giving them the same access to resources and services s those available to foster parents. The operative goal of communities is to work with communities to protect children and support families and taking into consideration community safety issues when determining the intervention plan for a child and family.

In this report for Serious Topics Radio Station i will discuss the reasons why a child gets taken away from their parents/ guardian and need to be looked after. I will also talk about the short and long-term solutions. Children are generally best cared for within their own families. However, there are times when children aren't able to live with their families. If a child isn’t able to live with their parents, they may be taken to care.

Children suffer significantly until someone decides to protect them. The government allocates funds to establish the foster care system and that system advances to enforce rights for children. When the right to remove children from an abusive situation first originated, the foster care system established a separation procedure for children from their abusive homes. This act of removing children from their families brought about psychological issues and trauma. Throughout earlier years, the foster care system adjusted their program according to the rules and regulations established to provide for the needs of children. However, problems keep appearing elsewhere. These children endure the brunt of every new philosophy in behavioral health management. Often, the biological parents will be left out of the solution. The foster care system develops services to train foster families in caring for foster children and behavioral issues. For some reason, the foster care system believes improvement simpler to reform the children and makes a trivial attempt of the reformation with family. The foster care system needs to try to achieve bonds within the biological family instead of the sole reliability on removal of children to be an adequate answer. The foster care system’s obligation should be to develop a training system for the rehabilitation of families and offer support to achieve the greatest outcome in child rearing. Every year in the United States, hundreds of children and adolescents are taken from their parents and primary caregivers and placed in out-of-home care situations due to issues in their homes and family lives which contribute to unsafe living conditions. These children and adolescents often face many health, behavioral, developmental, and psychological issues.

By providing a secure and stable home for teens , it teaches them responsibility and further equips them with stability in overall life decreasing homelessness rates. Extending foster care services supplies former foster children with stable homes if they are in need. According to Foster Focus Magazine, “65% of youth leaving foster care need immediate housing upon discharge”() Housing after foster care is an immediate issue that comes with aging out. Over 50% of desperate former foster youth are searching for a home to begin their life independently. Statistics show that, “many foster youth are placed in homes with complete strangers that sometimes are just as dysfunctional, if not more, than the homes they were removed from.”() Unfortunately there are children in foster care that often get bounced from home to home never really knowing when they are safely sheltered. Some children find it better to live on the menacing streets of state's, where they are homeless, than to be in a home

These statistics are overwhelming. After being removed from their family and placed in an unfamiliar environment, these children became a behavioral health concern. The inadequate government policies set forth to protect children scarcely graze the requirements for children’s overall health.

More than likely that title was alarming to most people because how can one be “too old” for food and a place to say? Imagine being somewhere from the time you were a toddler, then all of a sudden your eighteenth birthday comes and suddenly you are kicked out of the only place you have had to call home for 18 years. That’s how it is for a teenager in the foster care system. It doesn’t matter how good you thought your life was, good behavior, or love, for some turning 18 means freedom, cigarettes, army, voting e.tc however, for children in the system 18 means homeless, hungry and alone.

Helping these vulnerable children access the services, interaction, and the stability needed for them to grow-up to being successful members of society can be provided with foster placement. If the process is well planned and if the foster parents are given adequate support, the foster care system can be a valuable resource for abused and neglected children (Crosson-Tower, 2014, p. 321).

Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. The age of children in a foster care varies across the world, but it is often seen that majority of these children are young (George para. 1). There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Although this is supposed to be a healing process, statistics say these children have a negative experience while being in these systems, but this is not always the case. The goal of foster care is reunification, which is the overall goal of having children placed in foster care for a brief period until the legal guardian is able to gain back custody of the child. The goal of the agency is to identify the gaps when reuniting children back with family members, and stating resolutions to the problem areas. According to Wulcyzn 2004, “Although many children who are reunified exit the system within a relatively short period of time, reunification often do not succeed” (Wulcyzn,24,p.95).The gap has been present in research over the years, and has caused more complication for children to be reunited with family members. To reunite foster kids with guardians according to Child Welfare Information Gateway (2011), “Meaningful family engagement, assessment, case planning, and service delivery are key” (Child Welfare Information Gateway, 2011, p.7).

Child maltreatment is a widespread issue that affects thousands of children every year. There are four common types of child maltreatment; sexual abuse, physical abuse, emotional abuse and neglect. All of these types of abuse are very serious and can have many consequences for the children and families. The most common consequence of severe child maltreatment is the removal of that child from their home (Benbenishty, Segev, Surkis, and Elias, 2002). Most social workers trying to determine the likelihood of removal evaluate the type and severity of abuse, as well as the child’s relationship with their parents (Benbenishty et al., 2002).
