Romeo is to blame because he randomly chooses partners. You can see this when he marries Juliet within hours of meeting her. However, Juliet is also to blame because she is reasonable in the beginning, but then when she meets Romeo, she instantly wants to marry Romeo and when friar Lawrence gives her the concoction she chooses to use it without Romeo knowing. These reasons show that shakespeare is trying to show fate can’t be changed because these things that prevent Romeo and Juliet to be in love. Fate is to blame because the infection prevented the letter to be delivered and the feud leads to killing. This is seen when Friar John is talking about how messagers wouldn’t deliver the letter because of an infection going around on page 1038,

The person to blame for all of this is Juliet. There are many valid reasons that she is the one who caused all the trouble.
