In order to provide effective care to a community a nurse must understand the complex interacting factors within a community, such as social determinants of health, which affect the health of clients (Yiu, 2015). Community assessments are one important way nurses can promote effective community health strategies, encourage public participation and develop community action plans (Lotfi, 2014). There are four components that make up a community assessment; environmental scan, needs assessment, problem investigation and resource evaluation (Yiu, 2015). Rock Bay is considered part of the downtown Victoria core. The boundaries of which run along the upper harbour waterfront to Bay Street along Dowler Place down Blanchard Street to Chatham Street back to the waterfront (City of Victoria, 2011b). Rock Bay takes its name from the inlet of water that was once the outfall of a creek drawing from the Oaklands area (D’ambrosio architecture, urbanism and New landmarks, 2011).
Population
The data collected from the Census and National Household Survey from 2011 showed the population of Burnside Gorge neighborhood, including Rock Bay, is 5860. Furthermore, this industrial and employment area, including the Burnside-Gorge community is home to a diverse mix of nearly 1200 employers. Some developers may wish to gentrify the area, realizing the potential for luxury housing close to the water and downtown core. The gentrification process would mean creating housing for the upper and middle class citizens while displacing low-income residents (City of Victoria, 2014). Another possibility for Rock Bay is that the First Nations community would buy the land after remediation and partner with developers to establish a commercial industry (Wilson & Dedyna, 2015). Additionally, the local government has proposed Rock Bay as one of the potential sites for a sewage treatment center in Victoria (Wilson & Dedyna, 2015).
