The target population may be Planned Parenthood (PP) as an entity, but the policy will affect the clients that depend on PP for services. If House Bill 294 passes, it will end federal funding to Planned Parenthood (House Bill 294, 2015). Planned Parenthood provides services to Medicaid recipients and other individuals with little to no income. The services provided by PP include providing free or low-cost contraceptives, cancer screenings, STD testing and treatment (Planned Parenthood, 2016). The population who loses if this policy is passed are the individuals living in poverty and medically underserved areas since they are over half of PP clients (Heisler, 2016). They are already disadvantaged by not having sufficient medical services in the area; Planned Parenthood is one of the key resources that are specifically planted in low-income areas to be accessible to this diverse population. With the easy access to contraceptives being lost, pregnancy will be on the rise along with STDs, since treatment will no longer be provided in a quick and easy manner. The other clinics available in the areas argued that they could take care of the workload if Planned Parenthood stopped and they would only have to increase their capacity.
Planned Parenthood was founded in 1916 by Margaret Sanger, her sister and her friend. It all started when they opened America’s first birth control clinic in Brooklyn, New York. Women didn’t have very many rights back then so it was hard to obtain information on birth control or contraception. the Comstock Laws were responsible for making contraception illegal. They decided to make a change and start Planned Parenthood. Sanger decided to open the clinic because she had seen the pain of her mother having 18 pregnancies, bore 11 children and died at the age of 40. Republican Senator Ted Cruz believes that leaders are lying about wanting to defund Planned Parenthood, or PPFA. Planned Parenthood is a non-profit organization centered on helping those with sex education and healthcare. There are many misconceptions about Planned Parenthood that people like Ted Cruz are not willing to look into. Shutting down the healthcare organization could greatly affect adults and youths all over America. If Cruz were successful in shutting down Planned Parenthood, millions of people would be without any form of healthcare, millions of women would no longer have the option of free health exams, and the United States’ youths could be at risk because many of them would live in ignorance about their health.
When the name, “Planned Parenthood”, comes into conversation, the first thing to come to one’s mind it simply: abortion. The current controversy is that Planned Parenthood should not be funded by the government because its use of money to the perspective of the public eye. The topic I chose to research was the funding of Planned Parenthood, and the services they provide. One of the positions on this topic was to defund Planned Parenthood. The article, by Sarah Torre, "Congress Should End Federal Funding to Planned Parenthood and Redirect It Toward Other Health Care Options" discusses the idea that PP should not receive any government funding to its clinics. A main argument established by Torre is that the flow of federal tax dollars could be redirected to other health providers that do not provide abortions. Planned Parenthood is a controversial topic sweeping the nation of America with political and moral issues. Every day one could come across a new article on it, stubble upon a news article in their local paper or even on their local news station. Planned Parenthood directly provides reproductive health services, is involved in teach young students about sexual education, contributes to research in reproductive technology, and interacts with legal and political efforts aimed at protecting and developing reproductive rights.

Millions of women across America will struggle to receive the medical attention they need if the federal government stops funding to Planned Parenthood. Every year 363 million dollars goes into the funding “pot” collectively at Planned Parenthood’s nationwide (Clark 5). This money is used predominantly by women; for six in ten women, Planned Parenthood acts as their main source of health care (Clark 4). Generation Action was my first real taste of what the power of Planned Parenthood was outside of a health center. It showed me that not only were there people like me all over the country fighting for the same causes I cared so deeply about but that I could make a difference. It was incredible to lobby at a national level and truly see the depth of response so many of my peers gained.
