On March 28, 2017 President Donald Trump issued an Executive Order (EO) on “Promoting Energy Independence and Economic Growth.” This report is a partial overview of the EO with a consideration of the potential energy policy implications. While there are various programmes and policies affected by the EO, this report will look at the implementation of the policy objectives and have a focus on the reconsideration of the Clean Power Plan. Section 1 outlines several policy objectives. Furthermore, the EO sets several deadlines: 45 days for relevant agencies to submit a plan to the Director of the Office of Management and Budget; 120 days to submit a draft final report with recommendations; and 180 days for the plans to be finalized. While the varying agencies are interpreting the EO and reevaluating relevant policies, involvement is viable. Any party with an interest in the continuation, modification, or cancellation of any policy included in the immediate review should consider the opportunities to participate in this decision-making process. Subsequently, the varying agencies are directed to coordinate an effort to realize their recommendations and to “suspend, revise, or rescind, or publish for notice and comment proposed rules suspending, revising, or rescinding, those actions, as appropriate and consistent with law.” The effort to realize the recommendations and reverse any burden identified should be consistent with the policy objectives previously mentioned. Section 3 announced a “rescission of certain energy and climate-related presidential and regulatory action.” This disregard of the previous environmental policy may be meaningful. To mention a few, this section rescinds a couple reports by President Obama. When Henry Love abandoned construction of a canal in New York in 1920, the site was bought by Hooker Chemical and used as a toxic chemical waste dumping site for the next 33 years (Schons 2011). Then in 1953 Hooker Chemical sold the Love Canal to the school board, and construction of a school began. In the mid to late 1970s, when children’s shoes began melting to the ground and children got sick the residents organized and protested. The newly indicted President of the United States, Donald Trump had made an executive order to create an immigrant ban to prevent immigrants from entering and returning to the United States. Shortly after signed the order there was chaos due to Trumps lack of communication; Trump had signed the order as the official's were still discussing it. To continue, when the order was set Custom border control had received orders, however, they were quite unsure of what to do, more questions continue to raise about why trump had singed this order and why he was so quick to fulfill it. The partisan nature of environmental policy spending can be shown most clearly when Reagan’s nonchalant approach to the environmental policy when they are compared to the new technologies that were put in to place during the presidency of Jimmy Carter. In an address to a joint session of congress in 1977, Carter outlined a national energy plan which included “We must start now to develop the new, unconventional sources of energy we will rely on in the next century” (Carter, 1977) and this included “In the long term, to develop renewable and essentially inexhaustible sources of energy for sustained economic growth” (Carter, 1977). In the Address “On the American Recovery & Reinvestment Act Seventh Anniversary” by Barack Obama, people could see the use of descriptive assumptions about the economy of America and the use of renewable energy policies that supports Obama’s Government. Those different assumptions performed are well received by the audience. Or at least those assumptions caused a good reception in the thinking of people respect to the recovery of the economy of America and the innovation in the use of clean energy. Also, it is important to recognize some illogical assumptions in this speech of Obama.
