I Ofc Lazic responded to 303 E Manor Dr to assist Ofc A. Sekula #74 for a subject passed out inside the vehicle. The subject was later identified as Andrew Dobosz by officers’ previous encounters with him. The vehicle was parked backwards in the driveway of 303 E Manor Dr. I walked around the vehicle to position myself in a tactical area for officer safety. Andrew was already out of the vehicle and standing by the driver’s door with it being open. This officer noticed Andrew was dazed, confused and appeared to be intoxicated on an unknown drug.
While I visually searched the area for possible weapons, I noticed a green bag lying on the ground where it was at arms reach to Andrew. The bag was open and I observed in plain view a yellow prescription
I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. When I got to the Credit Union, I saw a set of crutches and a black bag laying on the floor. I told Officer Albert to stay here with these items as I continued to go behind the black male. On 11/6/2017 at 1400 hours, I Officer Graves, responded to 735 E Haggard Ave Elon, NC 27244 in reference to an assist. Upon arrival Detective Turney, Lieutenant Sweat, and Officer Peters were at apartment K executing a search warrant. I was requested to remain outside of the residence at the front door. At 1426 hours Captain B. Tillotson entered the residence and left at 1441 hours. At hours Officer Peters released Jacy Loshin from the premises after issuing a citation. At 1455 hours Officer Chavis entered the residence and remained until the search warrant execution was completed at 1530 hours, when all remaining officers cleared.
Upon my arrival, I observed a white male standing outside, Officer Welch then order the suspect to ground who was later identified as Kevin George Plato (Suspect). Mr. Plato had a moderate odor of an alcoholic beverage emitting from his breath at this time.
On 10-08-16 at approximately 1555 hours, Officer Harrell #3441 and I contacted Marin at 384 E. Orange Grove Boulevard, Pasadena. The area is commonly known for male Hispanics drinking alcoholic beverages in public and contacts for public intoxication have resulted in arrest. A records check was conducted on Marin which revealed an outstanding warrant for his arrest. A pat down search was conducted on Marin. Marin was asked in the field if he had any contraband in his possession, which included narcotics. Marin stated he did not have any narcotics or contraband. Marin was arrested on the warrant and taken to Pasadena City Jail for booking. While inside of the jail, Marin was again asked if he had any narcotics in his possession, which he denied.
On Friday, February 27th, 2016 at approximately 2345 hrs while driving a Midland Police vehicle and wearing a standard issued MPD uniform FTO Vining and PPO Jimenez were facing a stop sing located in the 200 blk of West Florida when PPO Jimenez observed a white Ford F-150(TXLP-ICASH) made an improper right turn in the approximately 300 blk of West Florida. PPO Jimenez made contact with the driver who was identified as Manuel Galindo Garduno. Upon contacting the driver PPO Jimenez identified that Garduno had bloodshot eyes and slurred speech. PPO Jimenez was also able to observe a case of beer in the front passenger seat that it seemed to be opened.
McManus had red glassy blood shot eyes, constricted pupils and a low raspy speech. I requested McManus to exit the vehicle and submit to a series of psychophysical divided attention test some of which he could not successfully complete. McManus placed in the rear of my patrol vehicle and I requested him to submit to a drug evaluation at the Shenandoah Police Department which he agreed on.
I, Ofc Sekula was patrolling the 300 block of E Manor when I observed a white Dodge Ram truck (LIC# SRV732). I observed the driver's door completely open as well as a truck bed compartment open. I advised dispatch of my location and made my way to the vehicle where I found a white male subject passed out in the driver's seat. I proceeded to wake the subject up, who identified himself as Andrew Dobosz. I asked Andrew if he needed any medical attention to which he replied, "no, I just worked a lot yesterday and I am tired."
Reaction Officer P. Peteke was responding to an alarm activation at a commercial property. When the officer arrived at the property, the client informed the officer that two male had just stolen her purse and have run away. The officer proceeded to drive towards the direction which the suspect fled, He then parked the ADT response vehicle on the side and approached the suspect. The suspect then tried to disarm him the company by cycling his firearm and shot the reaction officer on his left arm. The officer withdrew the company firearm and pointed at the suspect ordering him to drop his firearm, which the suspect did what was instructed. On 4/15/2017 at approximately 1335 hours, I Deputy Brevin Cameron #2803 spoke with Christopher S. Newman WM DOB 1/8/1990 who was the driver and sole occupant of a white Ford F150 that was involved in a single vehicle crash, in the 7500 block of Hixson Pike, which is located in Hixson, TN and within Hamilton County, TN. Mr. Newman was observed to have constricted pupils and blood shot eyes. His behavior was abnormal. He had various waves of emotions and was easily distracted or confused. Mr. Newman made comments to me that he had taken an opioid pain pill prior to driving and stated he uses various narcotics, to include marijuana, regularly. On August 25, 1999, two uniform officers from the Tucson (AZ) Police Department responded to a report of narcotics activity at a house in Tucson, Arizona. Rodney Joseph Gant was contacted when he answered the door of the residence and told the officers the owner was not home but would return later. The officers left the location, apparently planning to return later to contact the owner of the residence. Later that day, the police ran a record’s check and found that Gant had an outstanding warrant for driving with a suspended license. I informed him of the results and asked him when he last used an opiate. COLIN again denied the use of any opiates. I asked him to pull his sleeves up. I observed numerous puncture marks on the crooks of his arms. I observed numerous puncture marks some of which were noticeably newer and recent (bruising, scabs and fluid oozing from some of the puncture marks). I pointed the marks out to COLIN and he then admitted that he used heroin earlier today around eight in the morning. I told him it was more recent than what he is saying (8AM) and explained the signs and symptoms I was observing would not be noticed if that was his last dose. He then admitted he used the heroin few hours ago and said it was a little before he left to go to Turkey Hill. I questioned him again about smoking synthetic marijuana. COLIN said he smoked synthetic cannabis just before he was pulled over.

Deputies responded to 3023 West Maddox Road in reference to a disturbance call involving a possible suicidal subject. I responded to assist. When I arrived on scene Justin Waddle was being interviewed by Deputies Thomas and Lynch. I overhear Mr. Waddle stated several times that he was under the influence of methamphetamines, that he had just recently been in a fight with his roommate and that if he were to be arrested for a violent offense he would start killing people.
