On 4/15/2017 at approximately 1335 hours, I Deputy Brevin Cameron #2803 spoke with Christopher S. Newman WM DOB 1/8/1990 who was the driver and sole occupant of a white Ford F150 that was involved in a single vehicle crash, in the 7500 block of Hixson Pike, which is located in Hixson, TN and within Hamilton County, TN. Mr. Newman was observed to have constricted pupils and blood shot eyes. His behavior was abnormal. He had various waves of emotions and was easily distracted or confused. Mr. Newman made comments to me that he had taken an opioid pain pill prior to driving and stated he uses various narcotics, to include marijuana, regularly. Based on my experience as a Sheriff’s Deputy, Mr. Newman’s actions and condition is consentient with
Case Facts: Roy Caballes was stopped for speeding by an Illinois state trooper Daniel Gillette. During the traffic stop another state trooper Craig Graham of the Illinois State Police Drug Interdiction Team, overheard the stop on the radio and showed up to the scene with a narcotics detection dog. While the first trooper was writing Roy Caballes a warning ticket for speeding the second trooper walked around Roy’s car with the narcotics detection dog. The dog alerted that it had detected narcotics at the rear end of the car which subsequently led to the state troopers searching the trunk of the car. Upon searching the trunk of the car the state troopers found a large quantity of marijuana which consequently led to the arrest of Roy Caballes. The entire incident lasted no longer than 10 minutes. Roy Caballes was convicted of a narcotics offence and was sentenced to 12 years in prison and ordered to pay a $256,136 fine.
At 0216 hours on Thursday, June 25, 2015 your AFFIANT was on patrol in the area of E. Lloyd St. and N. Emerick St. While at a standing position at the stop sign your AFFIANT observed a blue Chevrolet Cavalier traveling North on N. Emerick St. After the Cavalier passed your AFFIANT could smell a strong odor of marijuana. Your AFFIANT mentioned it to Captain Michael ONEILL about it. ONEILL stated “I can smell it to”.
On Friday, February 27th, 2016 at approximately 2345 hrs while driving a Midland Police vehicle and wearing a standard issued MPD uniform FTO Vining and PPO Jimenez were facing a stop sing located in the 200 blk of West Florida when PPO Jimenez observed a white Ford F-150(TXLP-ICASH) made an improper right turn in the approximately 300 blk of West Florida. PPO Jimenez made contact with the driver who was identified as Manuel Galindo Garduno. Upon contacting the driver PPO Jimenez identified that Garduno had bloodshot eyes and slurred speech. PPO Jimenez was also able to observe a case of beer in the front passenger seat that it seemed to be opened.
“Officer Groome attempted to stop a 2003 Honda Civic on Oliver Avenue in the city of Chesapeake for stolen license plates. Officer Groome activated his lights and siren for the driver to pull over. The driver of the vehicle did not stop, ran multiple stop signs and red lights, and was driving in excess of 80 mph. The driver continued driving through South Norfolk area into the city of Norfolk. The vehicle came to a stop on Reservoir Avenue in the city of Norfolk. The driver was identified as the accused and the passenger got out of the vehicle and ran. The Norfolk police responded to the area with their K9 unit, and the accused was hiding underneath the crawl space of a house. The accused was found in possession of a dime bag of marijuana and the vehicle, property belonging to Paul Brady, which had been reported stolen on 09/26/2015, in the city of Chesapeake. The accused is not a licensed driver. The accused stated that he received this vehicle from a “friend.”
McManus had red glassy blood shot eyes, constricted pupils and a low raspy speech. I requested McManus to exit the vehicle and submit to a series of psychophysical divided attention test some of which he could not successfully complete. McManus placed in the rear of my patrol vehicle and I requested him to submit to a drug evaluation at the Shenandoah Police Department which he agreed on.
While on patrol, I was heading northbound on North Three Notch Street. While traveling, I observed a burgundy Chevy Tahoe traveling southbound in the northbound side of traffic, approaching my patrol vehicle. To keep from being involed in a head on collision, I pulled my patrol vehicle into the Sunoco on North Three Notch Street. I then engaged my lights and siren and attempt to catch up to the violator vehicle. The Tahoe then pulled into the Piggly Wiggly parking lot and that was the final. I then identified the driver as William Anthony Thomas. I advised Thomas that he alost hit me head on and he stated, "I'm sorry, I am too fucked up." Thomas had an strong odor of an alcoholic beverage coming from his expelled breath. Thomas also had red glossy eyes. I then advised Thomas multiple times to step out of the vehicle to perform FST's. I noticed that Thomas had unsteady balance as he was waling to the back of the vehicle.
In summary, on 09/26/16 at 2220 hours, I assisted Ofc. Drakulich #255 at 3113 S 54th Ave. in regards to a traffic stop. Upon arrival, I made contact with the driver (Lopez, Cristian D.O.B. 08/09/93) of the vehicle (14' Dodge IL IL E822075). I observed signs of impairment on Cristian, he had red, glassy, and bloodshot eyes. While I spoke with Cristian, he had a strong odor of an alcoholic beverage and cannabis emanating from his breath and person. Cristian related that he smoked cannabis earlier, but was unable to provide an exact time. Cristian would repeatedly give the response of "yes sir" or "no sir" without being asked any questions.

Elliott Watson was stopped by Officer Timothy Johnson because of faulty mechanical problems of Elliot Watson’s vehicle, which was sputtering and stalling out, and the vehicle also fit the description of a vehicle, a sports coupe, that had earlier, was used to kidnap a three year old young girl, Wanda Jones,
While on patrol, i made contact with a bronze colored passenger car on George Wallace Dr, with no headlights on. I initiated a traffic stop. the vehicle pulled onto Sussex Ave. As I approached the vehicle, all the windows were rolled down and there was an overwhelming smell of green marijuana coming from the interior of the vehicle. After getting the driver information, I had the driver and the occupants step from the vehicle. All subjects were detained so I could search the vehicle. In the back seat, the was marijuana shake on the seat pad. there was no other marijuana found in the vehicle. the subjects were released and the driver was issued a warning for improper lights.
The movie, The Butler (2013), by Lee Daniels, proves a vivid image of how an African American family (the Gaines) handle and identify with the historical struggles of the civil rights movements. The main characters are Cecil Gaines, Louis Gaines, and Charlie Gaines and all three men were victims of violence, unequal rights, and limit resources. Cecil is the father of the family who tries to provide better opportunities for his family by being a servant (house nigger) to a butler at the White House. He was a butler for eight presidential administrations and became blind to the harsh reality of segregation. Deputies responded to 3023 West Maddox Road in reference to a disturbance call involving a possible suicidal subject. I responded to assist. When I arrived on scene Justin Waddle was being interviewed by Deputies Thomas and Lynch. I overhear Mr. Waddle stated several times that he was under the influence of methamphetamines, that he had just recently been in a fight with his roommate and that if he were to be arrested for a violent offense he would start killing people.

In Psychology 101 we learned that research methods are used in order to understand our mental and behavioral processes by making observations in a systematic way, following strict rules of evidence and thinking critically about that evidence. This scientific research is based on theories (tentative explanations of observations in science), hypotheses (predictions based on a theory) and replication (testing a hypothesis in more than one study). Some of the different research methods are firstly, descriptive studies. Descriptive studies are studies that use survey methods, naturalistic observation and clinical methods. Another research method is correlational studies. Correlational studies are studies that help one to determine if a relationship exists between two or more variables and if so it tells one how strongly those two variables relate to one another. With in correlational studies one can have positive correlation (as one variable increases or decreases so does the other), negative correlation (variables go in opposite directions) or zero correlation (no relationship between the variables). Another research method is formal experiments. Formal experiments are studies that allow us to draw conclusions about how one variable may cause or have an effect on another variable.
