I was asked to read a file of a client to understand her situation and help her locate court ordered services. The client is a mother of two children, a seven-year-old girl, and a ten-year-old boy. The children were removed from their household due to negligence and emotional abuse. DCFS was contacted by a neighbor that reported child neglect. She heard the eleven-year-old child talk to other children about his mother “being drunk” and “passing out”. The neighbor also reported that some days the children will not go to school because the mother is hungover and tired. DCFS made an unannounced visit to the home. The children were not present, the mother allowed the social worker to come into the household. The social worker observed several big
CPSW did a home visit to meet with Ms. Berner and to discuss about her safety plan since the children are moving with her on10/29/16 from the foster provider. Ms. Berner was late for her appointment and CPSW waited a 40 minutes for Ms. Berner. Ms. Berner apologized for being late. CPSW explained Ms. About safety plan. Ms. Berner understood and she signed them. Ms. Berner stated that she will be doing a house arrest for two weeks and the recommendation of her criminal court is to obey law and continue taking her medication on time and seeing her therapist. Also, cooperating with her PO and CPSW. CPSW consulted with the supervisor and she has approved both children to move back with Ms. Berner. Goal 1-2
A report was received on 06/05/2017 alleging that the mother (Hermionne) left Ashante (C-V 17) with a non-relative since 02/2017 without any legal rights. According to the report, the mother refuses to take her child back home and will not engage with Ms. Aarons (caretaker) to provide legal documentation for the child to be enroll in school and taken to a Primary Care Physician. Ashante has not been is school for the past 4 months and are unable to enroll in school without paperwork. According to the report, Ashante self mutilates her arms, and the mother refuses to get counseling. The report indicates Ashante was to follow-up with a Cardiologist for a chest pain and the mother refuses to take her to the doctor.
On 7/11/2015, CM did a visual and had client come to the social service office. CM completed Bi-Weekly ILP Review. In the meeting client appears to be wear out, and tired. She was constantly throbbing her forehead, like if she was having headache. CM inquires what the problem is. Client replies “she doesn’t like the shelter food and sometimes she doesn’t eat” CM advised the client to eat and nourished her body. CM also observed that client is depressed but she continues to refuse medical referral to see a psychiatrist and medical doctor. Client continues to mention her son who is in foster care, and the physical altercation she sustained many months ago here at this shelter. EREPORT # 18573 statedthe following: The incident took place on today. DFCS worker accompanied Investigation Terry Smith to 317 West Main St, Sardis, MS due to reports coming to the Sheriffs Department alleging that Dakota, his girlfriend Kynli, and Dalton are staying in a home alone with no adults. The concerns individual also stated to Invest. Smith that the children were not in school. Kynli is pregnant and will be having her baby within the next month. After going to the home Invest. Smith and DFCS worker were able to assess that the allegations were true and the home was filthy and no adults were in the home and the children were not going to school. Ms. Myiesha Leonard reported that her understanding of why the children were removed from their home was because the mother called in to CPS and reported that she could not care for the children anymore. Ms. Leonard did not clearly describe the allegations of abuse and/or neglect and she understands her brother mental needs but does not believe he was violence toward anyone. She reported knowing about the abuse or neglect of the children. Ms. Leonard appears to need additional information about the abuse and/or neglect of the children because of not knowing what took place. Your client Sue is a Social Work Assistant. In your last session she disclosed that she is concerned that on a recent home visit, herself and a senior colleague did not follow the necessary policies and procedures. They had visited a family with a history of neglect and domestic violence and did not ask to see the child or enter the home, both these actions are prescribed as appropriate as part of their work.
After a thorough investigation of the system within DCF, it is seen that the common misconceptions stating DCF are at fault for children experiencing troubling abuse/neglect can be disproved. To the average eye, every time a story is published in the media bashing DCF, it makes it easy to point fingers. However, in order to attain full knowledge of what actually happens, a closer look at the system itself is required.
The court has made the decision that the Child Welfare program should be given temporary legal custody of your child. Based on state and federal laws the placement of children is only completed with considerable evidence that the child is unsafe due to abuse or neglect. The business practices and decisions made concerning Protective Services are not determined unilaterally but involve many individuals who evaluate the safety and welfare of children with the objective of keeping them safe from abuse and neglect. Making decisions in this fashion ensures that impartial, neutral individuals will facilitate the decision-making rather than one individual. Currently, minor is served by DCFS under the Family maintenance program. Minor is under the care of biological mother and resides at home. Minor first entered the system four years ago when her father physically abused minor. Minor was detained and placed with foster parents. Minor 's case was closed for only a few months but minor re-entered the system two years ago because father continued the physical abuse. Minor was detained and placed into a foster home. Prior case history shows that DCFS has contacted and visited minor 's family several times regarding the physical abuse and neglect.

The controversial issue of whether or not Child Protective Services are doing their jobs properly, has grabbed nationwide attention. Child Protective Services is the name of a government agency in many states of the United States whose mission is to respond to reports of child abuse and neglect. Some of these cases may include physical abuse, sexual abuse, and mental abuse (Wikipedia). The child welfare system is corrupted. The parents and guardians who are accused of abuse are automatically labeled as guilty and will have to prove their innocence; instead of being innocent until proven guilty.
It is important that when Observing and recording you of selecting the appropriate method to suit desired aim of the observation it. We do observations to help look at the different areas of development i.e. physical, intellectual, emotional, and social.
The mode that stood out to me the most was observational mode. The example they gave was about a fly on a wall. The camera men did not disturb this fly they just carefully watched it from a distance. The documenters picked up on the the sounds with microphones and images, using cameras and recordings that go unnoticed by the fly in its natural surroundings. If the fly was put in a room it was unfamiliar with they would be messing up the the documenting. Basically what observational mode is stepping back from a far and watching what is going on in a situation of life over a course of time without the person being watch, feel like they are being watched. Chronis reported that he has never been arrested. He stated that he has never had an Order of Protection against him. He indicated that he has taken out an Order of Protection against Ms. Chronis after the mother’s hospitalization. He indicated that the mother is not allowed near the home or the father’s work. Mr. Chronis stated that they are allowed to speak directly about the children. The father indicated that the family has been involved with the Administration for Children’s Services (ACS). Picture this: there is a 15 year old girl. She is smart, and beautiful. She dreams of getting out of her toxic house, where her alcoholic father abuses her and her siblings. Her mother is of no help to her, she’s addicted to coke and heroin. One day while the young teen is at school, her counselor pulls her out of class. As they walk into her counselor’s office, there is 3 adults. They pull her from school and say that she is safe with them. The young girl is relieved, she’s happy to be away from her toxic parents. She is placed with a ‘loving’ family the social workers found for her. Until one day the social workers do their routine monthly check up and notice the young girl has more bruises on her then the day she left her parents house. These ‘loving parents’ are living one big lie, and as the social worker confronts them he is quickly told a story of what appears to be lies. They sat the social worker down, offered him coffee, this is what appears to be the perfect family, and the social worker believes that this young girl is safe even though she is crying for help. The social worker leaves her there and doesn’t remove her from the home. The state doesn’t look further into these bruises.
