RITTMAN — The city’s police department has been making news with how it’s dealing with the opiate epidemic, officers stepping up and taking on more responsibility and making an arrest after a rash of stolen vehicles.
But, something is happening behind the scenes, and Chief Ray Arcuri is extremely proud about it: The Rittman Police Department has received provisional certification as an Ohio Collaborative Law Enforcement Agency, meaning the police force has made a commitment to have the best standards in its policies and procedures.
The OCLEA certification process got its start in December 2014 when Gov. John Kasich created the Ohio Task Force on Community-Police Relations after police shooting incidents in Cleveland, the Dayton area and elsewhere in the country.

Arcuri said he believes the visit went well.
Vaughn concurred. He originally went to assessment training as a way to understand what his department needed to do in order to become certified. He later became involved in assessing other departments. He also did the site visit for Medway.
“Rittman was very organized, and they had all the documents I needed to review,” Vaughn said. As an assessor, Vaughn had to interview a police officer and a supervisor regarding use of force. He needed to make sure both had an understanding of the use of force policy and what Supreme Court rulings govern the use of force.
“They did well,” Vaughn said.
Rittman should be shaking its “provisional” status soon, Vaughn said. He has sent his report to the state, where it is being reviewed. He has seven days to submit his report, and the state has 30 days to finalize it. Vaughn visited Rittman Feb. 9.
One of the issues Rittman had to deal with centered in an old policy and procedures manual, which was on paper. Arcuri estimated it was from the 1980s. It had to be updated and converted to an electronic

In this interview, Professor Brown explained the English organ issues specifically. Most of the English organs had very few pedals at that time, and sometimes no pedals at all. The pedals had only limited notes and also limited notes of manuals, so it was hard to play Bach’s pieces, because Bach’s pieces have lots of pedals and notes. The English organ, sometimes, had only one manual. Even if it had the second one, it was really soft and didn’t balance well. For example, playing a Bach concerto, a performer would play one part like the orchestra then change the manual to play the solo part. The performer has to have a good contrast, but the English organ had poor balance at that time. In addition, the English organ didn’t have independent pedal pipes; the pedals were not important until they had their own pipes. Moreover, English organs did not have many stops, and didn’t have the variety of pipes necessary to produce the sounds of flutes and strings.

I interviewed Natalie Goffinett, who has achieved her Master’s Degree in Social Work, and counsel’s children and families at that facility. In this day and age, there is an increased number of individuals who abuse their law enforcement power. Law Enforcement Accreditation is extremely important when ensuring that these agencies are operating professionally, while serving the general public. After reviewing the accreditation requirements, I think the process is appropriate for gaining qualification. Like any organization there should be a comprehensive written set of directives that state the goals and mission of that law enforcement agency. I also believe that having an appointed CEO and effective relationship with the community are essential. The compensation changes could be a reason for the decline of Best Buy, but I think that the other external factors are more important. First it is hard for Best Buy to compete with Walmart or Amazon because they offer more options for cheaper prices. Walmart always has lower prices than Best Buy and they have other items to shop for in their store.
