INTRODUCTION:
This case involves suspect George Luna being arrested for public intoxication. Luna had defecated/urinated, was unable to stand on his own without assistance, a slurred speech, watery eyes, an a strong odor of an alcoholic beverage emitting from his person. Luna was arrested and transported to HMH, where he was cited for PC 647(f) - Public Intoxication, citation #C462884 with a court date of 03/01/18. Luna was later released from HMH once he was medically cleared.
INVESTIGATION:

I noticed a brown/orange liquid substance was leaking from his left pants leg. Luna pants were soiled with urine/feces and a strong odor of an alcoholic beverage was emitting from his person. I asked Luna what his first name was and he slurred, “George.” I noticed Luna had watery eyes and he slurred his words. I asked Luna if he was able to stand and he said, “Yes.” I told Luna to stand and it took him approximately 5 minutes to gather himself and stand. Luna used the wall that he was resting against to assist him to his feet. Luna rested his body against the wall to prevent himself from falling. I asked Luna if he knew where he was and he did not answer. I asked Luna if he had any medical problems and he said, “Yes and No.” I asked Luna if he had identification and he said, “Yes. It’s in my wallet.” I told Luna to grab his wallet from his pocket and retrieve his identification. It took Luna approximately 5 minutes to remove his wallet from his pocket. Luna was unable to remove his identification from his wallet, so I grabbed his wallet from his and retrieved his identification. A records check revealed that Luna did not any outstanding
On July 11, 2015 at approximately 1140 hrs I dispatched to Police Headquarters for a report of domestic violence.
On 12-05-17 at approximately 1017 hours, I responded to 442 N. Los Robles Avenue regarding a psychological evaluation. PPD Dispatch advised that a female, White was yelling incoherently at the above location. Officer Gawlik #3116, Officer Herrera #3595 and Officer Killgore #7231 were on scene prior to my arrival.
On February 21st, 2017 at approximately 1550 hours, my partner Officer Presley #2100 and I responded to 598 Dolores St., in a marked patrol vehicle in full uniform, regarding a possible dog attack and fight in progress.
On 09/30/2017 at 0005 hours, FTO Roman #2373 and I were in full police uniform in a marked patrol vehicle.

On 03/08/2017 Deputies were dispatched to the area of 120th Ave and Oliver Road for a traffic complaint. The reporting party advised a vehicle was parked near the tracks and when a train approached three occupants got out of their vehicle and stood in the roadway. Other deputies were en route to this call when another call came out and other units were needed elsewhere. After finishing with my current assignment I responded to this call.
On August 23, 2014 Sgt. Lavelle was assigned to the 83 Precinct. She was present for duty at 0800 hours as the domestic violence Sergeant and she conducted several home visits. At 1450 hours she was post changed to the 83rd Precinct desk and she assumed the duties of the 83 desk office. Sgt. Lavelle remained as the Desk Sergeant for the entire tour. I made contact with Powell, Jermaine L. DOB 02/02/77, who related he had a verbal argument with his wife (Powell, Denise DOB 02/24/81 over the discipline of their child (Powell, Nathan L. DOB 09/18/12). Jermaine related that Denise has bi-polar disorder and takes medication. Jermaine further related she has mood swings causing them to fight. Jermaine related he and Denise were separated and recently reconciled one (1) month ago. While I having a conversation with Jermaine I observed signs of impairment, he had an odor of an alcoholic beverage emanating from his breath and person.
On Friday morning, July 11, 2015, at about 12:15 AM, I was driving a marked squad and driving on the Wiouwash Trail. The campus area of the trail has a posted closing hour of 11 PM. I saw 2 males near the boat landing southwest of the Student Recreation and Wellness Center (SRWC) and start to walk away when I shined the squad spot light on them. I then saw 4 other individuals walking away from my position. I radioed to dispatch that I would be out with the group of 6 individuals and exited my squad.
While doing a High Visibility Deterrant in lot #25, we were requested to assist WPD at 1712 hours by WPD Scat 248D Jared M Henry #2271. WSU Officer Dickerson #155 contacted WSU Sergeant Brad Agnew #153 by radio to confirm if he heard WPD's request for WSU officer. WSU Sergeant Brad Agnew #153 confirmed and told Officer Dickerson and I to switch over. Officer Dickerson confirmed WSU Sergeant Brad Agnew's traffic and radioed WSU dispatch to inform we would be switching to the WPD North channel. WSU Sergeant Brad Agnew #153 then informed us to not get involved and to switch our radioes to the Letac 10 channel and we did so. Officer Dickerson #155 then informed Letac 10 dispatch that we (WSU 202) would be assisting.
On 08/20/2017 at 1002 hours FTO Wheeler #4361 and I responded to St. Luke’s Hospital emergency room entrance, on 3555 Cesar Chavez St., regarding a women in a hospital gown trying to break the caller’s vehicle window with a brick. Officer Wheeler and I were in full police uniform driving a marked patrol unit when we responded.

From this article, we can know that a girl who was stricken by severe abdominal pain wanted to go hospital and called an ambulance, but the ambulance has been delayed for some reason. She wanted to get downstairs so she could wave down the ambulance. She leaned against her car but when she was hit by a sudden severe pain she collapsed on the edge of the footpath. Most people saw her and just walked past and made comments. A couple of them made disparaging comments. They might think that I am a drunk or homeless person. Luckily, someone did stop and ask if she was all right, and a woman stayed with her till the ambulance arrived. On April 05, 2016 at approximately 1518 hours, I was dispatch to 2004 Pine Street in reference to a death investigation. Upon my arrival, I met with Detective Campbell who was the lead Investigator at the scene. Detective Campbell stated that the victim neighbors reported a strong smell coming from the victim’s (Cortiz Lazarz) residence. The neighbors called 911 and Officer Volk was the first responded officer on scene. Defective Campbell and officer Volk stated that the victim located on the living room floor, fazing the south from the residence. Detective Campbell requested I process the scene for evidence and documentation.
