On Tuesday, 10/18/2016, at 1312 hours, I, Deputy Stacy Stark #1815 initiated a traffic stop at the intersection of Highway 13 and Country Club Rd. Murphysboro, Jackson County, Illinois after a LEADS inquiry, upon the license plate of a gold 2002 Buick 4 door bearing Illinois registration Z907828, indicated the registered owner had a suspended drivers license. The registered owner of the vehicle was listed as Brenda D. Dozier (Female, DOB: 09/03/1958). The vehicle was traveling at a speed several MPH below the posted speed limit. The gold Buick and I were traveling west on Highway 13 from Carbondale, Illinois. I passed the gold Buick on Highway 13 in an attempt to observe the driver to be a female. I was unable to see the driver due to the tinted windows. I proceeded to pull ahead and I pulled over at the intersection of Highway 13 and Airport Rd. I then waited for the gold Buick to drive by. I could see through the front windshield of the gold Buick. I viewed the driver to be a female and there was a male passenger.

I introduced myself to the driver and the reason for the traffic stop. I asked the driver if her name was Brenda. The driver stated yes. I asked Brenda for her drivers license and proof of vehicle insurance. I asked Brenda if she was aware her driver license was suspended. Brenda knew her license was suspended. I asked the male passenger if he had a valid drivers license to operate the vehicle. He stated he did not. I asked the male passenger if he any identification on his person. He shook his head yes and proceeded to hand me an identification card. Brenda handed me an identification card and her proof of vehicle insurance. I advised the occupants of the vehicle I would return in a few minutes, after I confirmed her drivers license was suspended. SUMMARY OF THE FACTS: An officer from the Vista Lago Police Department pulled over a pickup truck belonging to Mrs. Atwater. The reason for the stop was because the officer witnessed Mrs. Atwater to be conducting her vehicle without her seatbelt on. During the stop, the officer also discovered that not only was she not wearing her seatbelt, but her two children were also not restrained with a seatbelt which is required by the State of Texas. The officer also discovered that Mrs. Atwater was not driving with a valid driver’s license, and failed to produce any type of valid insurance.

On 05/30/2015, at approximately 1816 hours, your affiant observed a silver Chevrolet Classic occupied by two males. The vehicle circled the block in a counterclockwise manner, repeating a portion of their route. During this time I located the owner of the vehicle utilizing a search through the Pennsylvania Department of Transportation. The registration indicated the plate belonged to another vehicle and registered to Brittney Fisher, who was not an occupant in the vehicle. I activated my emergency lights initiating a vehicle stop in the 100 block of West Washington Street and while stopping the vehicle I observed the passenger making furtive movements towards the center console.
I activated my overhead emergency lights/siren and conducted a traffic stop on Walnut Street east of Madison Avenue. I contacted the driver, later identified as Suspect Emajanae Ayashi Whitebear and asked for her driver’s license, registration and proof of insurance. Whitebear gave me a California ID card instead of a California driver’s license. Whitebear stated her California driver’s license was recently reinstated from a prior suspension. Whitebear did not have proof of her driver’s license being reinstated. Officer Sprague arrived on scene and assisted me.
On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. While on patrol, I observed a white Ford Expedition with an expired tag travailing south bound on US-231 S. I ran the tag through dispatch and it was confirmed that the tag was expired. I then executed a traffic stop. The driver was identified as Sidney Thomas and after running his information though dispatch, it was revealed that Thomas had a Contempt of Court warrant with Troy Municipal Court. Dispatch also advised that Thomas' drivers license was suspended. I then placed Thomas under arrest and transported him to Troy City Jail with out incident. Heat was blasting through the small vents in order to keep my windows defrosted while country music was blaring on the radio, it was a chilly late October evening, around 8 o'clock to be exact.
