INTRODUCTION:
This case involves the suspect being arrested for driving on a suspended driver's license in violation of CVC 14601.1 (a)-Suspended Driver's License and an outstanding arrest warrant.
INVESTIGATION:
On 05-18-17 at 0107 hours, I was working uniformed patrol in police unit #16. I was traveling west on Walnut Street approaching Madison Avenue. I observed a tan 4 door Kia Amanti also traveling west on Walnut Street, directly in front of me. I saw that the vehicle did not have a rear license plate in violation of CVC 5200(a)-No License Plate.
I activated my overhead emergency lights/siren and conducted a traffic stop on Walnut Street east of Madison Avenue. I contacted the driver, later identified as Suspect Emajanae Ayashi Whitebear and asked for her driver’s license, registration and proof of insurance. Whitebear gave me a California ID card instead of a California driver’s license. Whitebear stated her California driver’s license was recently reinstated from a prior suspension. Whitebear did not have proof of her driver’s license being reinstated. Officer Sprague arrived on scene and assisted me.

Whitebear also had an outstanding arrest warrant (see attached printout). I handcuffed and arrested Whitebear on the arrest warrant. The handcuffs were double locked.
The vehicle was later towed by J&M Towing located at 906 Westminster Avenue, Alhambra (626)-289-3288.
I then transported Whitebear to the Pasadena City Jail for booking. I issued Whitebear a citation for CVC 14601.1(a)-Suspended Driver’s License and CVC 5200(a)-No License Plates. Whitebear is scheduled to appear at the Pasadena Court on 06-30-17 at 0830 hours (Citation #C420199). Whitebear was held on the outstanding arrest
SUMMARY OF THE FACTS: An officer from the Vista Lago Police Department pulled over a pickup truck belonging to Mrs. Atwater. The reason for the stop was because the officer witnessed Mrs. Atwater to be conducting her vehicle without her seatbelt on. During the stop, the officer also discovered that not only was she not wearing her seatbelt, but her two children were also not restrained with a seatbelt which is required by the State of Texas. The officer also discovered that Mrs. Atwater was not driving with a valid driver’s license, and failed to produce any type of valid insurance.
On March 17, 2016, at 1:41 P.M., officer T. Cramblett CPD#1191 was dispatched to he area of Sharon Woods Blvd. and Brookhurst Ave on a narcotics complaint. Radio was advised by a known caller that a white Chevrolet Malibu, occupied by two white females, was parked on the street and were involved in the sales of narcotics. Officer Cramblett was responding to the area when he observed a white Chevrolet Malibu traveling south bound on Beechcroft Rd. Officer G.Meyer CPD# 2333 had also been dispatched on the run, and was traveling north bound on Beechcroft Rd., when he observed the vehicle ,traveling south bound, and aired with radio that it was occupied by two white females. As I was explaining the test, he was swaying in a clockwise motion. Shawn then fell out of the starting position as I was demonstrating the test. After regaining his balance and getting back into the starting position, Shawn began the test. Shawn raised his left leg approximately “1” (inch) for three (3) seconds and dropped his leg. “Officer Groome attempted to stop a 2003 Honda Civic on Oliver Avenue in the city of Chesapeake for stolen license plates. Officer Groome activated his lights and siren for the driver to pull over. On 9/9/2015 at about 0100 hours, I was westbound on East Plant Street approaching the intersection of North Street when I observed the defendant’s vehicle eastbound on East Plant Street from 9th Street. On 07/15/2015, at approximately 2305 hours, your Affiant was on routine patrol on Main Street (SR924) when I observed a silver Chrysler sedan parked in the One Hundred Block of South Main Street (westside of the street) near the intersection of Oak Street. The vehicle displayed a Pennsylvania registration of JRJ-5342. The registration was checked utilizing the Pennsylvania Department of Transportation vehicle record abstract which revealed that the license plate was assigned by the department to KYLE ROBERT & SARAH LYNN FOGARTY for a 1998 Chevrolet. I then verified the status of KYLE and SARAH FOGARTY'S driving licenses both of which were suspended by the Department of Transportation.
photo. Upon conducting a check on D.A.V.I.D, I discovered that the defendant had 9 previous DWLSR's with multiple pending suspensions. Furthermore, the defendant's Florida driver's license was showing cancelled on 12/23/2015. The defendant was also listed as an habitual traffic offender as of 05/11/2015 (revoked for 5 years). The defendant had another "pending habitual traffic offender" charge effective 11-20-2017. The defendant was provided notice of the upcoming status on 10-20-2017.
On the listed date, I, Officer Rivera Ayala, while on patrol, was traveling E/B on Bender ave. when I observed a vehicle described as a Blue 2004 Chevy Monte Carlo (REG.5120160) traveling S/B on IL 111 missing one headlight. As I pulled behind the vehicle, I noticed that the vehicle also had an expired registration. I activated my emergency lights and conducted a traffic stop.
