I. Introduction
The literature available on the implementation of Geographic Information Systems (GIS) in local governments, examined in this paper, spans a time period from 1996 to 2014. The topics covered include barriers to and effective techniques for the successful introduction of GIS at the municipal or regional government level. Many of the articles, are case studies that begin by stating the problem, analyzing the previous research completed, and introducing a case-study. This paper includes a critical review of projects completed in the United States and internationally. Specifically, two case studies are derived from an examination of GIS implementation in Shenzhen, China, India, and the Amsterdam, Netherlands. The relevant literature covered here, traces a history of GIS implementation and barriers experienced from early projects in the late 1980s and 1990s to the present. A general theme is the importance of human factors, planning, and project support. The paper begins with a discussion of two methodologies promulgated by Roger Tomlinson (an expert in the field of GIS) and a prominent individual in the overall project management discipline named Robert Wyscoki. My name is Caroline and I have read your book The Maze Runner. This book changed me in many ways, mostly in awareness of how I work with others. Also how I problem solve and the methods I employ to do that. My guess for why it changed me so much is because my life relates to it and I personally relate to Thomas. The biggest way this book changed me is what kind of person I am in a group or during a school project. Now I like being the leader in a group and to be in charge.

For too long this area has taken a back seat to the larger cities around us. We need to join the rest of the progressive regions in this state and establish a new, more efficient form of government. Pulaski County and the cities of Somerset, Science Hill, Ferguson, and Burnside need to merge together and create an urban county government. This will help to consolidate duplicate services, provide better representation for the citizens of Pulaski County, and strengthen the economy in this region.
The statewide information technology system was planned to provide data sharing, cut costs and improve public access to court records and data but faced significant challenges due to poor project management. There was a conflict on whether to continue with the unfinished project. This report highlighted some fundamentals of project management that was not properly done and some determined ways they could use to overcome them if they want to. (Grimes, 2001).
Municipalities continue to face more and more challenges for revenue sources and funding many programs as they are downloaded from upper levels of government. Under Bill 26, miscellaneous local revenues is one method of income in the form of user fees and charges, license/permit fees, fines/penalties, special capital levies/development charges and income from investments. These types of initiatives are helpful in relieving some burden but are not the ultimate fix but municipalities need to utilize these better to their advantage.
In conclusion, there are key lessons that are deduced from this case analysis on California and Vermont DMV’s failure to successfully implement their database systems. The deductions include the need for a state agency to have experienced leadership with computer technology and its implementation process and an independent entity with oversight capabilities. This provides accountably and real-time progress on the project. In addition, leadership within state agencies need to set obtainable goals that are not out of their scope, while being patricianly frugal on how state agency is managing their allocated budget. These key lessons deduced from this case analysis can further help other agencies from ever making similar mistakes and promote the
Whirlwind I, the precursor to modern-day computers, was completed at the Massachusetts Institute of Technology Servomechanisms Laboratory in 1951 (Tom Rosko). MIT was found on April 10, 1861 by William Barton Rogers, two days before the beginning of Civil War. The first building of MIT was built in 1866 at Boston’s Back Bay,and by the end of the century, the buildings scattered throughout Copley Square. In 1916, all of the MIT moved to Cambridge, except for The School of Architecture which remained in Boston, during a three-day alumni reunion (MIT Libraries). MIT endeavor to “advance knowledge and educate students in science, technology, and other areas of scholarship that will best serve the nation and the world in the 21st century” (MIT About).
Mexico has 2,456 municipalities distributed across 32 states. Municipal governments vary from municipalities with about 100 inhabitants to municipalities that are metropolitan areas with more than one million of population. The larger the population, the larger the amount of resources allocated for investing in technology and for developing digital government projects and applications. For this study only municipalities that equal or are above 100,000 inhabitants were considered (205 municipalities). The 16 local governments called “delegaciones” of the City of Mexico which is the Capital District were excluded from the sample due to the fact that all financial information of each of them are consolidated at the District level´s website. When it comes to health care systems such as GIS it offers greater opportunities for data to be shared in an effective way. Today many healthcare organizations are able to work by navigating and linking information from different resources in efforts to be more efficient in their providing of health care services. When it comes to healthcare leaders being efficient in their roles systems such as GIS are instrumental in knowing how to better serve their community. This system also helps to make health issues more management by creating a breakdown to help with prioritization of issues.
The execution of e-government is not an unadulterated technical issue only, yet rather an au-thoritative issue. Organizational difficulties include: Top administration support, Resistance to change to electronic ways, Collaboration and Lack of qualified work force and preparing.
The idea is to consider all services and programs that exist in a city, not just the city organization. A city is composed of a broad array of services and programs provided by all sectors, different organizations, and different people. It is important to consider including representation from all sectors because no single institution has the resources
In today's public sector environment virtually all federal, state and local government use computers. Computerization has streamlined repetitive processes, promoting a more cost effective and efficient use of information technology. " Studies suggest that managers look to information technology to streamline work processes, enable easier access and retrieval of information, provide better products and services, save money by avoiding workforce expansion, speed up transactions and provide better data security."[iii]
The local bodies were made independent from the bureaucracy under the Local Government Ordinance of 1979.
The question is how we save the children live in the poverty. Have you ever lived in the circumstance of the poverty? In the America’s society, children live in the poverty is a small percent. Contrary to foreign countries, there is large percent of children living in the poverty. I was born in the foreign country Vietnam. I have experienced and described when I was a kid. I have seen all the circumstances of children living in the poverty including myself.
