On Sunday, October 30, 2016, an earthquake of 6.6 magnitude hit central Italy just north of Norcia. The earthquake did not cause any immediate deaths but it did injure 20 people and spread fear throughout the town. This earthquake is believed to be the strongest to hit since 1980, which is over three decades ago. However, the death toll was low because in August 2016 central Italy was hit by a prior earthquake killing 300 people. After this previous earthquake, many residents fled Norcia to seek more substantial living conditions. When the earthquake hit on October 30, 2016 many residents had not moved back home from the earlier disaster. More than 25,000 residents are now displaced. People are forced to move out of their homes to find better living conditions. The damages were catastrophic as houses lay in ruin and debris littered the roads. There were mudslides and fallen rocks that paved the roads and made them impassible for vehicles to get through. Ultimately by the roads being clogged up the response time by rescue workers and essential personal were hampered. This also made it exceptionally difficult for supplies to be rushed to the locations for the earthquake survivors. As some were digging and excavating for survivors they were being halted by aftershocks and falling debris from above. Roman world was shaken by a violent and destructive earthquake… the tide returned with the wight of an immense flood…” Additionally, this tremor seemed to be followed by a tsunami. Tsunamis are intsense waves usually caused by earthquakes. Either way, this disaster claimed the lives of thousands. It must have been a very fearful time in Rome.

This report will provide an assessment on structural damage of an Intensity IX earthquake, and emergency housing needs. It will also identify actions homeowners can use to help prevent future structural damages, and give more information on possible effects of an Intensity IX earthquake. The assessment report will identify danger of a failing dam, and provide further understanding of the elements which will include an emergency plan. The table that follows is an assessment of the number of people needing emergency housing due to an Intensity IX earthquake.

Another human factor is the earthquake mitigation through education and community awareness. Schemes such as the one in Sichuan, China helped to save thousands of lives. The weekly intervals of training in case of an earthquake, educated children and adults of what to do when the quake struck. Evacuation schemes such as the window slides or hiding under tables was reported to have saved thousands when the magnitude 8.0 hit the area in 2008. However, some were not saved due to their unwillingness to move and evacuate the area. The differing needs of a vulnerable population have to be addressed in order to alleviate issues that were noted after Katrina. In particular, the needs which are known prior to a disaster, such as evacuation for the infirmed, elderly, impoverished, and those who lack the means to evacuate. The Department of Homeland Security represented a solution to addressing these needs via a three phase response: “pre-event planning and preparation, the event, and recovery” (Dept. Homeland Security, 2008). It has been widely studied that residents of a vulnerable community may be impacted more severely and are disproportionately affected than those with means following a disaster. Assessing how to prepare for each of the phases represents an issue for emergency managers especially when it comes to those who lack the means to prepare for themselves. Quickly rebuilding homes in a devastated area won’t help a community when a disaster strikes again.
