I interviewed Officer Jeremy Goldstein # 2561, 14B in front of 4018 Brookshire Ct. I offered Officer Goldstein union representation, he declined. Officer Goldstein stated he and Officer Phillips were dispatched to 4018 Brookshire Ct. on a domestic dispute. Officer Goldstein stated as they pulled up radio aired additional information that there was another call with people outside yelling. Officer Goldstein stated he observed 2 people later identified as James Small and Meishawna Mathews come out the apartment door fighting each other. Officer Goldstein stated both were pulling each other’s hair. Officer Goldstein stated he gave several commands to stop fighting and they did not. Officer Goldstein stated he then administered a short burst
I exited the police department to assist Officer Moyer. I advised Kechula we did not have jurisdiction for the complaint. Kechula continued being verbally hostile with officers and stated he was calling the FBI. He continued to scream and cause a disturbance in front of the police department and was requested to stop screaming on several occassions. Kechula occasionally stood in the middle of Washington Street while screaming at officers. Eventually Kechula left the area by foot walking south on Ferguson Street.
Upon arrival Mansfield PD Officer's were on the scene and had suspect in custody. I spoke Mckay Briggs, Andrey B/M, DOB 09/07/1984, who said that after his step daughter Lovender, Ashlin DOB 06/01/2012 dance recital his mother in law Kent, Ruby DOB 05/27/1960 tried going to the stage to see Ashlin and he told her that she couldn't. Mckay Briggs said that the dance company said that only one care giver per child was allowed on stage. Mckay Briggs said that he got in front of his mother in law trying to prevent her from going on stage. Mckay Briggs said that Kent went around him and continued going on stage and again he stepped in front of her to try and prevent her from going on stage. Mckay Briggs said that the third time he got him front of Kent she pulled a taser out of her purse and begin trying to tase him. Mckay Briggs said that Kent touched him twice with the taser, but was not shocked by the taser. I spoke with Kent who said that she pulled out her taser because she felt threatened. Kent said that she never had to use the taser therefore she didn,t know how to work it. Kent said that she tried tasing Mckay Briggs, but she never made contact with him. On June 21, 2016, members of the Metropolitan Police Department (MPD) Sixth District were dispatched to a call for service for an “Assault in Progress”. Officers were met by the complainant who reported that the defendant invited her over to his residence and when she arrived the defendant already had another female companion at his home. The defendant began to insult the complainant at which point she tried to leave his home. The defendant grabbed the complainant by her hair and punched her in the face and body. The complainant refused medical treatment.
On Tuesday, September 29, 2015, I, Officer B. McMillon, #135, of the Mansfield ISD Police Department was on assignment at Legacy High School located at 1263 N. Main in Mansfield, Texas 76063. While leaving the 2nd floor AP’s office, I observed Smith, Taylor W/F, D.O.B. 09101999 slap Wells, Sydney W/F, D.O.B 08291999 in her face and they begin to engage in a physical altercation.

P claims that MOS accused him of buying drugs and searched him. P alleges that MOS pulled his arms causing one of his shoulders to be dislocated. P claims that when he screamed in pain MOS began to beat him on his torso, head, and legs. P claims MOS delayed his request for medical treatment. On Monday, 11/30/2015 at approximately 1755 hours, Officer Lauritzen and I responded to intersection of Holt Blvd and Plum Avenue to assist Sergeant Ortiz to subdue a suspect who was fighting him. Upon arrival, I saw other OPD officers trying to handcuff the suspect, later identified as Kevin Larry. Larry was on his stomach and he was yelling that he did not do anything. Larry was resisting arrest by turning his hip side to side and was trying to pull his hands to the front of his body. Larry was grabbing our handcuffs and he was not letting them go after being told to let go. We told Larry to not resist arrest and stop fighting. Garcia versus the Hartford Police Department in the State of Connecticut was a fairly recent case involving alleged violations of the department’s code of conduct (Norman, 2013). Mr. Edwin Garcia is a past employee of the Hartford Police Department, however, while still employed and off duty he witnessed an incident (Norman, 2013). Another officer of the Hartford Police Department arrested the owner of a Hispanic bar and officer Garcia claims he used excessive force (Norman, 2013). After reporting this incident through his chain of command and agreeing to a gag order for promise it would be addressed, the story somehow got out to the press (Norman, 2013). This appeared to put pressure on the Chief of Police to formally make a statement
Calhoun forwarded me his findings and informed me the incident occurred on Evening Watch, I viewed the incident on Avigilon video and determined a use of force incident report need to be completed in Blue Team. I then notified Sgt. Kizer-Hudson, who was the supervisor over 8NE, and inquired on if she was aware that the use of force incident occurred. She replied, “No.” I proceeded to show Sgt. Kizer-Hudson the video and she stated, “I remember the incident the officers called a non-compliant I responded, but they didn’t tell me about the use of force part.” I replied, what did they tell you?” Sgt. Kizer-Hudson stated, “Officer R. Dunans stated he give Inmate Mitchell verbal commands to return to his cell, inmate Mitchell refused and wanted to speak to a supervisor.” I advised Sgt. Kizer-Hudson the incident wasn’t reported and I found out about the incident when Mitchell’s attorney sent an email about his outcry. I then instructed Sgt. Kizer-Hudson to start a use of force report in Blue Team, and get statements from all officers involved as to why they failed to report the use of force to
Upon arrival, I met with LBP Security agent Polk and the alleged offender (Schwartz, Elise L. DOB 06/18/92). Polk related on 09/10/15, Schwartz was terminated from her job, at which time she punched a co-worker in the face with a closed fist. Polk further related Schwartz was only talking with Moore and once Schwartz struck Moore she broke up he fight. Polk related there is video of the incident, which is available through the Human Resource Department.
On 05-11-16 at approximately 1800 hours, I was dispatched to a concerned citizen in the justice training center neighborhood. I arrived at 1810 hours and a white male adult with a mustache approached me, later identified as W01-Walker. He said his neighbor was being a nuisance because the couple living there are always arguing. W01-Walker said, “It is a necessity that you go talk to my neighbors” and “this neighborhood was livable before they moved in.” I radioed dispatch that there was a possible domestic violence dispute next door and told W01-Walker to stay inside. My partner arrived and we went next door.
When this investigator asked him to mention a specific incident of each of these allegations, Offender Thomas stated that Officer Madrigal has been sending officers to conduct a cell search in his cell at random and end up “tearing up his cell.” Offender Thomas also stated that because he is the only black janitor in 4building Officer Madrigal always discriminate against him at work by talking down at him comparable to other janitors, assigning him a particular pod and task officers in the pod to generate an offense report on him for any slight rule violation. Offender Thomas listed witnesses to the harassment to include Sergeant Evan J, Sergeant Lawson J and yours sincerely.This investigator tried unsuccessfully to interview Sergeant Evans and Sergeant Lawson because they have either left the agency or on FMLA. However a telephonic interview was conducted on Officer Madrigal and he stated that he it is not true that he has targeted Offender Thomas for harassment or humiliation rather he had written him Offense report because of his approach to his
I officer J.D. Reid was riding in unit 60x30 on 4/5/16 when I was dispatched to a robbery at approximately 1000 hours to a disturbance at 17000 Aldine Westfield. Upon arriving I noticed an individual, and when I went to question the individual they began to run away. After successfully catching up to the suspect; he began to take an aggressive stance and started to charge toward me. I deployed my baton and tried to give verbal commands telling him to “get back”. While ignoring my verbal commands; he began to strike me in the head and body with multiple punches and kicks. Mr. Huffman arrived to the scheduled appointment 15 minutes before accompanied by his father, who transported him and stay during the process of interview. The client appear younger that his stated age. His height is 5’3” and weights 165 LB. He was well groomed with short and clean nails and short blonde hair. He wear white shirt and khaki shorts with sneakers. He appeared to have speech problems that interfered in the ability to communicate with the evaluator. He was cooperative and look disoriented at times, requiring re direction. He has no tattoos or piercings. He has a scar on his back due to a cyst removal procedure. He wear glasses.
Today I got the minutes of meeting with Connie (see attached file). Have you read it? It is a quite different story from the summary excel file that I received and we discussed this morning. It will change the way we look at the case and the method of investigation.
