The McConnell Unit administration pursuant to Executive Directive 02.3 initiated an investigation sequel to a complaint (OCT#17-9979-01) initiated by Ms Lesa Thomas sister to Offender Thomas ode TDCJ # 1768412. In her originating complaint, Ms Thomas had expressed concern that after her brother had filed three grievances against Officer Madrigal, Norman COIII; no action concerning that matter has been taken by the McConnell unit administration. She alleged that the grievances were because of constant harassment, humiliation, and outright threat against her brother by the aforementioned officer.On July 26, 2017, this investigator interviewed Offender Thomas regarding the complaint file on his behalf and he provided a statement. When this investigator asked him to mention a specific incident of each of these allegations, Offender Thomas stated that Officer Madrigal has been sending officers to conduct a cell search in his cell at random and end up “tearing up his cell.” Offender Thomas also stated that because he is the only black janitor in 4building Officer Madrigal always discriminate against him at work by talking down at him comparable to other janitors, assigning him a particular pod and task officers in the pod to generate an offense report on him for any slight rule violation. With respect to the allegations of Failure to Safeguard NJSP Duty Weapon, Intentional False Reports, Intentional False Statements, Uniform and Grooming Standards, Intentionally Providing False Information During a Misconduct Investigation, and Failure to Document In Station CAD, against SSgt. Walsh, on December 26, 2016, SSgt. Walsh stopped at the Wawa located next to the Bellmawr Station to purchase some items before reporting for duty. SSgt. Walsh alleged he removed his duty weapon and placed it underneath the front passenger seat before entering the Wawa. On Friday, 17 July 2015, at approximately 1400 hours, I, Officer Allison Bigham, was contacted by a Parks Services Supervisor, Andrew Jones, in regards to an associate who was reported to have their cell phone on them. Jones stated that Miller had already been told to put the phone in her locker; however, she was being uncooperative. After updating Sergeants Frank Long and Charles Drakeford on the situation, I was instructed to pick up the associate, Victoria Miller, and escort her to the South Carolina Interview Room in order to complete a compliance verification audit. On August 23, 2014 Sgt. Lavelle was assigned to the 83 Precinct. She was present for duty at 0800 hours as the domestic violence Sergeant and she conducted several home visits. At 1450 hours she was post changed to the 83rd Precinct desk and she assumed the duties of the 83 desk office. Sgt. Lavelle remained as the Desk Sergeant for the entire tour. Vergennes, Illinois and spoke with Lipe. I explained to Lipe what I was investigating. Lipe said he was an employee of the Illinois Department of Corrections, but was currently on suspension for having his cell phone on his person at work and being too rough with an inmate. I questioned Lipe about his visit to Yates’s residence. Lipe stated he remembered the day. Lipe stated the visit was a brief visit. He said he did not take the purse and did not know who would have. I asked Lipe if anyone left the room alone during the visit. Lipe stated Kistner left the room once, but he did not observe any purse on Kistner’s person when they left the residence or anytime afterwards. Lipe said he dated Erica Parker for a short period of time and he would not suspect her of any wrong doing. During their dating period, Lipe had money and other things of value at his residence and in his truck that Parker left alone. Lipe did not want to speak negative about Kistner because Kistner was a like a brother to him, but Kistner was not currently trustworthy because of his heroin addiction. This is a report of an AOA that occurred on 4/22/17 at Windmoor 11300 US Highway 19 N, Pinellas Park FL 33782. The complainant Suzanne Weaver stated a subject by the name of Jonathan Elder, left the facility through an emergency door and started heading towards US Highway 19 N. Sgt. Lantco made contact with the Elder at US 19/126th Ave N. Sgt. Lantco placed him in custody and brought him back to the facility. While walking with the subject into Unit 14, Elder became uncooperative and started to offer resistance by tensing up and pulling away. Elder verbally threatens officers at this time but continued to tense up not allowing himself to walk forward. On Monday January 4, 2016, I, Detention Officer S. Harris (EIN 142083), was assigned to the third floor "H" Pod in the Harris County Sheriff's Office 1200 Baker Street Jail facility. At approximately 1610 hours, I responded to an Inmate disturbance at the 3rd floor FCC. When I arrived an Inmate identified by his Harris County issued armband as Inmate Hall, Rashad (SPN 02817722) was in a verbal argument with Detentions Officers due to Inmate Hall refusing Housing. Inmate Hall was restrained and escorted to 3E1B.When Inmate Hall was taken into the cellblock and the handcuffs were removed he turned around and started to curse at Detention Officer S. Bravo (EIN 139807) and Detention Officer C. Edward (EIN 141218). Inmate Hall made the statement of “Fuck you, you’re a bitch ass hoe”

Whilew on patrol I was dispatched room # 1F340, Upon arrival, I met with Hackett who stated that Veteran Susan Buggell had been sexual assault. Buggell was located in room #1F337, where I made contacted with her. Buggell stated that between 0300hrs, and 0400hrs, while at a 1211 old FM 440RD Apt #1-202 Killeen TX, 76549 she was sexually assaulted be a friend, who she identified as Anthony Williams. I asked the Buggell if she had taken a shower and she stated “no”. “I did change my clothes.” I then asked were her closed were at and she stated at her home. On 06/01/2016 at 8:55 AM I along with Cpl. Pries, R. was escorting the above named inmate from the BHU Interview Room back to his assigned housing, BHU-13. Once we entered Section II of the BHU the inmate attempted to kick and head-butt Cpl. Pries and me. Because of this we had to place the inmate on the ground in order to stop his behavior and to gain control of him. Once the inmate was under control he was taken back to assigned cell. On 10/09/16 at approximately 1945 ICS was activated in the Visiting Room for offender Mabe OID 251398 for a possible seizure .Upon arrival at the scene offender was found lying of the floor alert, weeping and in no acute ditress. Two visitiors who witnessed the incident reported that the offender was sitting on a chair and her face strated turning red and within afew seconds she fell to the floor and started having convulsions which lasted about three minutes. Offender reported that she had a pseudoseizure and anxiety attack because she is not getting all her mental health medication. On Tuesday, November 14, 2017, while still on duty, I observed a patrol vehicle parking in the front of the school. I waited until the officer got out and came to the front entrance in order to greet him. As I was talking with Officer J. Conser, I noticed a Hispanic female and male juvenile that was sitting in the lobby area started walking towards Officer J. Conser and me. He informed me that he was dispatched to the school for a harassment call.
The question we have to ask ourselves is if electronic monitoring can reduce crime specifically high-risk offenders? According to Bulman (2012), sex offenders on parole who are labeled high-risk had a lower recidivism rate when they were placed on GPS monitoring in comparison to those who were under traditional parole supervision, exclusively in the state of California. NIJ came up with the conclusion when they studied and reported the results of 516 high-risk offenders on parole between the years 2006-2009. Electronic monitoring is effective in reducing the recidivism rate but it cost more in comparison to traditional parole supervision. The results stated that it cost 35.96 a day per offender but it only cost 27.45 under traditional parole
