How equitable was the decision made by the county manager to propose a 4% electric utility tax on residents of the unincorporated area?
As the Broward county faced many issues of how to finance the unincorporated area as equitable as possible compared to the tax burden found in municipal governments within the county (Khan & Hildreth, 2003). The county finally came up a what seemed to them “the best option” to solve the finance problem. In the decision-making process, the county manager weighted different options in terms of solving the issue.
