Brief Background:
Bhutan being mainly a Buddhist country, people around the world would probably be having a notion of a peaceful family life which is much more harmonious than many other countries. However, it would be a great surprise on their part to find that domestic violence is quite common in Bhutan despite comparatively slow rate of urbanization than the neighboring countries.
Domestic violence is a well-known and often-used term. Although it may describe various violent relationships, such as child abuse, elder abuse, it is most commonly applied to an intimate relationship between two adults in which one partner uses a pattern of assault and intimidating acts to assert power and control over the other partner.

As in the case in most societies, a culture of silence exists among women and their families when it comes to violence against them. Women are often the victims of the violence not because they are considered a weaker sex but also their heavy dependence on their male- counterpart.
However, with the institutionalization of the appropriate organizations and agencies such as National Commission for Women and Children (NCWC), Respect, Educate, Nurture and Empower Women (RENEW) and Women and Child Protection Unit (WCPU) of RBP, Bhutan have started addressing the issue of domestic violence.

Problem statement:
Although domestic violence in Bhutan was perceived as consisting of physical, financial, mental, emotional and spiritual violence and encompassing all members of the family, now it is best understood domestic violence as being physical violence mainly between spouses, with women and children being the usual victims. The article, “Violence Against Women- August 2007” states, “although no information is available regarding the prevalence of domestic violence in Bhutan, data collected by the National Referral Hospital and records from RBP reveal instances of domestic violence where women are commonly the victims.” The question therefore is, is women the only victim or children and men as well like in the western countries?
