This supplement is a record of my actions in this investigation.
This case involves Ms. Brianna Mona Haggins a fourteen year old Minnie Howard School student. Briana left home January 6, 2016 and was returned on the same day by Officer Hudson. On January 11, 2016, a call of service for a domestic assault was reported for 6300 Stevenson Ave Apt# 611. In this incident (16-102714) Brianna and her mother (Sherry Haggins) were determined mutual combatants.
I was assigned the runaway case on January 22, 2016, but due to the weather I was unable to start the follow up investigation. Upon my return on January 28, 2016, I spoke to Sherry Higgins on the phone. Sherry reported things have improved, but that her daughter has a pending court date.
MILLERSBURG — A Millersburg woman last week denied criminal charges she wrote $150,000 in checks to herself from a business that employed her as a bookkeeper.
The reporting officer responded to a call at Troy Regional Medical Center in reference to an assault. The reporting officer made contact with a Tammy Baker.
On Tuesday, September 29, 2015, I, Officer B. McMillon, #135, of the Mansfield ISD Police Department was on assignment at Legacy High School located at 1263 N. Main in Mansfield, Texas 76063. While leaving the 2nd floor AP’s office, I observed Smith, Taylor W/F, D.O.B. 09101999 slap Wells, Sydney W/F, D.O.B 08291999 in her face and they begin to engage in a physical altercation.
At approximately 5:28 p.m., I arrived on scene and was briefed by Officer Nicholson. I was provided with the name of the victim Amanda Holmes (white, female DOB 10/17/1982). Officer Nicholson advised me that the victim was last seen by her roommate at approximately 12:00 a.m. I then spoke to the roommate to obtain consent to process the residence.
On July 26, 2016, I was assigned this case to follow up. This investigation involves Ms. Cheyenne Smith a 15 year old city residence. Cheyenne had been sentenced to house arrest but violated the terms of her sentence by leaving home. I checked areas in Springfield, Kingstown, Dumfries and Prince William Counties.
On March 28, 2016, I was assigned this case to follow up. This investigation involves Ms. Ashlyn Cruz a sixteen year old T.C Williams High School student who is a frequent runaway. In the last couple of months I have been assigned multiple runaway cases Involving Ms. Cruz. I have been in touch with Mr. Locke of the Court Services Unit and her probation Officer Pamela Nieva.
The reporter stated on 04/15/16, Lamarshea came to her office with two of her classmates and disclosed to the reporter that she’s being abused by her parents. According to the reporter, the child reports she’s hit frequently with household objects, (sticks, brown handles, and plunger handles. The reporter stated on 04/14/16, Mrs. Giddens accused the child of having a cell phone without her permission. Ms. Anderson stated the child was told to strip naked and whipped on her skin with an extension cord. The reporter stated there were two other adults and children present when the abuse occurred. Lamarshea told the reporter she had bruises on her back but did not show them to her. The child also told the reporter, later that afternoon her mother
CCIB received an emergency response referral on 8/5/15, referral number 1705-7411-4187-5075755 by reporting party Florence Keitel. RP reported during a supervised visit with Tahnya’s biological parents (names not provided) at the family visitation center on 7/31/15, Tahnya disclosed to her biological parents that “Mina hit me”. RP states that Tahnya mother asked “who’s Mina?” and Tahnya said “Ms. Annette hit me on my booty”. RP reported that Tahnya’s mother stated that she would talk to Ms. Annette about the incident. RP states that Social Worker Keitel was also present when Tahnya made this statement and states that with the assistance of Tahnya’s mother, Keitel did a body check on Tahnya and did not see any marks or bruises on her body. RP
The reporting party (RP) received a voice message from resident Maria Hayes age 53 DOB: 10/26/63 Day Program, Solano Diversified Services, Inc. 1761 Broadway St. Suite 135, Vallejo, 94589 (707) 552-0300 on 4/11/17. The Day Program reported that Maria disclosed she was slapped in the face by her caregiver named Cathy (last name unknown); however, there is no Cathy associated with the facility. According to the RP the slap resulted in a nose bleed, no bruising according to the RP. There was however a pinkish, red mark. The resident disclosed she was slapped for refusing to take her medications that particular
On March 23, 2016, I was assigned this case to follow up. This investigation involves Mr. Margen Napoles a sixteen year old T.C. Williams High School student. Ms. Napoles runs away from home frequently and refuses to answer questions or follow the rules of the home. Margen’s mother Bessy Napoles has been consistent in reporting these incidents in an effort to assist her daughter. Bessy suspects that her daughter might be using drugs and involved in an intimate relationship with a man. There is no information on who the man is and the only evidence provided recently was a copy of a medical record which Bessy Napoles supplied. The record was forwarded through inter office
At approximately 1729 hours on March 15, 2016, a domestic incident occurred between husband and wife on Rainbow Bend. A juvenile, daughter of the subjects, called 911 stating her father was choking her mother while she was attempting to leave the residence. Deputies arrived on scene and observed the subject blocking the victim in her drive way. Deputies make contact with both parties, subject was arrested for Domestic Violence 2nd and transported to Hampton County Detention Center without further incident.
Mrs. Higgins confirmed that her daughter is currently on probation and is monitored by Christopher Hunt on the Court Service Unit. Mrs. Higgins confirmed that her daughter had runaway approximately 3 prior times, but she only reported once before. I asked the
Plaintiff Claus H. Henningsen purchased a car manufactured by defendant Chrysler Corporation, from defendant Bloomfield Motors, Inc. His wife, plaintiff Helen Henningsen, was injured while driving it and filed suit against defendants to recover damages. The action was based on breach of express and implied warranties as well as negligence.
On February 2nd, 2016 at approximately 10:00 AM, I, Investigator James Poffel was assigned a case regarding a rape report of a juvenile (Avianna Walker). that had occurred approximately 2-3 months prior. The Department of Human Services case worker Briana Hull was the reporting party. Briana called to file the police report after she learned this information through an investigation on a separate matter.
On September 8, 2015, I was assigned this case to follow up. This case involves Ms. Sarafina Khatman a fifteen year old T.C. Williams student. I have worked several other runaway cases involving Ms. Khatman. The most recent case was 15-157700 assigned on August 25, 2015.
