Brian Ducre was arrested by DPS Capitol Detail and booked into EBRPP on May 5, 2016 at 7:58 a.m. on charges of Disturbing the Peace and Obscenity. Ducre was released on May 15, 2016 at 11:52 a.m. after he was pronounced dead. Ducre signed an Intake form on 05/05/2016 acknowledging receipt of the inmate handbook (which includes inmate medical services and the inmate grievance procedure. Ducre signed the Committing Jailer Reads to Prisoner form on 05/05/2016 indicating he was not taking prescribed medication, was not under the supervision of a doctor and did not need to see a doctor at that time. Trey Cavalier was assigned to M&N control for the night. That morning (which was May 14, 2016 because he was working nights) about 30 minutes to an hour (he could not give exact times because log books were being picked up for the investigation) before 4:00 a.m. Dy. Cavalier was notified by Dy. W. Benson that Brian Ducre (who was a new move that was escorted to M&N on a wheel chair) was acting strange and that medical needed to see him. Dy. Cavalier called the medical department and spoke with Nurse Minor and advised him of the situation. Shortly after Nurse Minor came off of N01 and said that inmate Ducre had mental problems and wasn’t taking his medicine, that there was nothing the Nurse could do for Ducre and that he would ultimately be okay. Cavalier’s shift ended he was held over and assigned to N Wing on B-Shift. During that time, Nurse Bates came to M&N to conduct Pill call. While Nurse Bates and Dy. Cavalier were conducting pill call on N01, Nurse Bates attempted to give inmate Ducre his medicine but Ducre did not respond and just looked at them. Nurse Bates then advised that she did not know why Nurse Minor moved Ducre to lockdown. She said he was not supposed to be there because of his injuries. That was the last time Dy. Cavalier heard anything about the situation before he was relieved at 8:00 a.m. Once Dy. Cavalier returned to work on Saturday May 14, 2016, he was again assigned to M&N control. Half way through his shift he was advised by Cpl. LaMotte that he needed to contact medical and asked them if they could come and check on Ducre because he was acting strange. Dy. Cavalier contacted medical and spoke with nurse Sterling and she advised him that she was eating and that she would let the others know and someone would come. For the remainder of the night Dy. Benson made extra rounds to check on inmate Ducre. Upon the time that Dy. Cavalier’s shift ended no one from medical had seen Ducre. Information Report
