In the year 2014, sixteen people were killed every week by train accidents. Chelsea is a small suburban town in the state of Alabama. It is located just miles south of one of Alabama's largest cities, Birmingham. There are many railroad crossings located in the city of Chelsea, but the crossing located on Highway 377 is not up to date on safety features. The plan is to use Chelsea’s Public Works leftover to build crossing gates and warning signals, and since there is money left a donation will be given to the Chelsea schools. The city of Chelsea has a problem. The railroad crossing on highway 377 needs crossing arms and flashing lights. The cost for the project is 44,000 dollars. According to the Department of Transportation, warning lights cost 23,000 and gates are 11,000 each. The resources needed are warning lights and two crossing gates it will be 44,000 dollars in total. According to the United States Census Bureau and some simple calculations I have concluded that The Chelsea Public Works Department makes 1,248,700.46 dollars yearly. Only 500,000 to 800,000 dollars is used yearly leaving 448700.46 dollars unused, so we will not have to worry about raising taxes or a fundraiser. Since their will still be money left, 1,000 dollars will be donated to each Chelsea School

The solution to this problem is use the salvage of the Public Works Fund. The cost of the solution is 44,000 dollars which covers a warning signals and two crossing gates. When this project is complete Chelsea will be safe
There are many warning devices and signs that warn you before you are even close to the railroad to make sure that you are going to realize there is a train track that you are about to drive over. The signs and devices are there to help you to be safe around trains. One way that it warns you is there are flashing red lights that start to flash when the barriers are raising or dropping. The signs that there are is a yellow circle with two R’s and a black X. There are also markings on the pavement that have the same markings that are on the road sign. There are also railroad Crossbuck Signs, these are “railroad” and “crossing” that are on an X sign. Every time you approach a railroad you must yield to the train, no matter what. There is also Gates that will close and open accordingly. If the gates are open this does not mean you are completely safe, before crossing any railroad tracks be sure to look both ways and slow

Nonetheless, for successfully deliveries, a switch connecting the spur to the mainline railway had to be manually turned towards the proper route. Failure to do so called for an eventual accident. Consequently, the train crash happened as a result of someone forgetting to flip the switch disconnecting the spur from the main line. Causing Freight Train 192 to divert from its route.
In the State of North Carolina(NC) to be able to obtain a license to practice as a Family Nurse Practitioner the applicant will first will have to hold an active valid Registered Nurse license number from NC or from another compact state (NC Board of Nursing, 2015). The next major step is to complete an accredited Nurse Practitioner (NP) program. Until recently South University was not an accredited school in North Carolina for Nurse Practitioner not only a few months ago the accreditation was obtained. After satisfactory completion of the program the prospective NP will have to apply to the AANC or ACNP for examination to obtain a certification (NC Board of Nursing, 2015). Once the NP passes the board she will have national certification to practice in any state where the Registered Nurse license is active, and she will have to follow the requirement for that state. The board will mail a registration card that will allow the nurse to use the title of NP, but it does not grant the authority to practice. The NP will have to apply for certification to practice (NC Board of Nursing, 2015)
My second goal would be to correct the budget balancing problems. The budget debt each year is approximately 200,00 to 300,000. To solve this problem, I would make three more adjustments in the budget expenditures. The adjustments would approximately total 250,000. I chose 250,000 because it is the average of 200,000 & 300,000. My first adjustment would go towards the capital program expenditure. Since I previously include the sewer and water system capital program expenditure into the revenue fee, I could deduct these two services from the capital program expenditure total. Doing this would reduce the capital program expenditure from 538,630 per year to 379,350 per year, leaving the budget with a 159,280 per year savings. The second adjustment would go toward public safety. I would immediately hire a new police officer, because of the police’s staff shortage. I think it is a necessity to have enough officers to maintain all shifts. Hiring more officers would help keep the streets of Opportunity safe. This is important because of the community’s profile. Opportunity consists of mostly above-average socioeconomic people and elderly people. I could see the crime rate rising in the future, due to the lack of police officers.
