The First Amendment gives the freedom of religion and speech and of the press. A person can go to a mosque or church that may be radical in their teachings. They may voice their radical opinions as long as it is not an outright threat. Even printed materials about their views are legal. According to the Second Amendment, a person can buy arms and ammunition legally. In order for police to obtain a search warrant, probable cause must be present. (Les Benedict, 2006). Just because a person goes to a radical mosque, a search for bomb-making materials cannot be obtained without probable cause that the materials are there. The United States has strangely used a near Catch-22 to handle dilemmas. The United States has allowed perspective to become reality, whether with oneself or regarding issues abroad, specifically in the Middle East. Terrorism is the use or threat of fear for political or economical gain. An internal characteristic of terrorism is how dependent it is of perspective, one man’s terrorist is another man’s freedom fighter. To understand “terrorism,” a focus must be applied to the history, what drove an organization to commit such acts. Respectively, the Middle East has been a hotbed for the key word “terrorism,” especially because of 9/11. Subsequently, Muslims have been stigmatized by the United States as terrorists. The consequences spawned because of 9/11 require a look to the past to understand the present.

Today, domestic terrorism is one of the major threats to the national security of the US. Since 9/11, the US intelligence services and law enforcement agencies viewed international terrorism as the major threat to the public security of the US but the threat of domestic terrorism has been underestimated. At any rate, American law enforcement agencies conduct active campaigns to prevent international terrorism but domestic terrorism become a serious threat to the national security of the US. In such a way, the US needs to develop effective strategies to prevent the rise of domestic terrorism. Otherwise, the US may face a threat of the consistent growth of domestic terrorism as do some European countries, such as the UK, for instance. Therefore, law enforcement agencies should focus their attention on the prevention of domestic terrorism because, even though domestic terrorism is unseen, it may be even more dangerous than international terrorism. Domestic terrorists undermine the country from within, while international terrorists attack the US from the outside and the US can raise barriers to protect Americans from the foreign threat, while domestic terrorism needs effective work of law enforcement agencies nationwide. Therefore, domestic terrorism is a serious threat to the national security of the US and American law enforcement agencies along legislators and the public have to unite their efforts in the struggle against domestic terrorism.

The terrorist attacks of September 11, altered American 's perceptions of the role in the world by strongly supporting the increased spending on national security and counterterrorism. Also, Americans have become more aware of how and where to engage in the world. As a result of the attacks, the US now has a defense that totals to nearly half the global total and has military dominance over scene, air, and space. The US also has the capability to dispatch massive military power anywhere in the world making them the system shaper. The domestic pre-9/11 terrorist event I have chosen is the Empire State Building shooting. This shooting occurred on February 23, 1997, the gunman was Ali Hassan Abu Kamal a Palestine descent teacher. He shot seven people and then himself, this was on the observation deck of the Empire State Building. In this attack, two people died, including the gunman. A note was found on his body identifying that his motive were related to the anger he had against the world powers for the mistreatment of Palestinians. Ali wanted to punish the United States for supporting Israel.

In today’s society domestic terrorism is one of the biggest threats to the United States. Some of these recent terrorist attacks include. Domestic Terrorism is when U.S. citizens carry out terrorist acts against other U.S. residents or groups.Many people think that the biggest threat of terrorism to the U.S. is from a foreign country, when in fact, the bigger threat is closer to home. Domestic terrorism is becoming a bigger threat to the U.S. than international terrorism and we need to find a way to prevent these attacks.

The 9/11 terror attacks is one of the historical and fatal events that changed the United States of America forever, especially in relation to terrorists and terrorism. While these concepts were on the minds of very few people in America's population before the attacks, the 9/11 incident made terrorism to become one of the major concerns for the whole nation. This is despite of the fact that they were carried out in New York City, Washington, and parts of Pennsylvania. Since it was a major concern, the terror attacks dominated all kinds of media and contributed to increased security measures for average Americans. Moreover, terrorism currently provides a major threat to global security that any time in American and global history (Dyson, 2001, p.3). As a result, it has become a fundamental aspect for law enforcement agencies and their initiatives, particularly with the rapid technological advancements.

Domestic terrorism has played a major part in shaping the societies of the United States. The ideologies of individuals can become radicalized. This can lead to a movement. This movement involves the infliction of fear upon the communities, in attempt to make it a better world. It is critical to examine the events created by one man’s extreme ideologies in effort to better understand.

Recognizing the threat Al Qaeda and other terrorist groups posed provided homeland security with the basis which is now important to state and local law enforcement agencies (Sheehan, Michael, 2011). After nearly a decade after the September eleventh, more than twenty terrorist related plots were uncovered by the federal government. As the war against terrorism continues, it has cost America the lives of more than six thousand service members and nearly 1.5 trillion dollars (Ortmeier, P, 2009).

Terrorism has never been in the States; only in third world countries. Since 9/11-2001 is has been a reality and ongoing nightmare and hit close to home. The attack on the World Trade Centers in New York was a wakeup call. United States has been on high alert ever since, waiting for the next possible Terrorists attack. This paper will explain why terrorism is a law enforcement concern as well as how terrorism is considered a crime. At last the paper will state some recommendations that the American Criminal Justice should do, to better prepare for future crimes.

Before 9/11, law enforcement possessed the primary responsibility for combating terrorism in the United States. Law enforcement relationships and responsibilities have continued to be evaluated and redefined at all levels of government. They will evolve because of the continuous changing nature of terrorist threats, prevention needs and transforming operations and strategies. Terrorist groups continue to advance and pose threats in new ways each day. In the fourteen years since the worst terrorist attack on United States territory, citizens have undoubtedly become more cautious and accustomed to the inconveniences that result from the precautions and added security law enforcement agencies are now having to provide.

When discussing terrorism, the groups which most frequently come to mind are those which operate either internationally or specifically in foreign countries, such as al-Qaeda, Hezbollah, Al Shabab. However, the United States has a number of domestic terror groups some well-organized, some loosely connected that have perpetrated serious attacks over the last few decades. Al-Qaeda's attacks on September 11th, 2001, and the subsequent wars born out of the United States' response to these attacks have meant that domestic terrorism is less widely discussed topic, this does not mean that domestic terrorist groups do not present a serious threat to the United States and its citizens. By examining known terrorist organizations within the United States and their classifications, it will be possible to demonstrate how and why the country has seen a rise in domestic terror over the last three decades, as well as some possible government responses to these groups that could help to prevent individuals from joining in the first place.

Terrorism, a word most people fear, but so often misinterpret. The textbook definition of terrorism is “the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims”. But how does that compare to domestic terrorism? Domestic terrorism or “homegrown terrorism” can be defined as “the committing of terrorist acts in the perpetrator’s own country against their fellow citizens”. Throughout the years, America as a nation has experienced quite a few occurrences of both types. Domestic terrorism can be defined as visible crime, or “street crime.” These acts would consist of violent crimes, (acts against people in which injury or death results) property crimes (acts that threaten property held by individuals or the state) and public order crimes. (acts that threaten the general well-being of society and challenger accepted moral principles) It can also however be described as political crime, (criminal acts by or against the government for ideological purposes) which would include the 9/11 and the Oklahoma City bombing.
