The strength of nucleophile depends on the oxygen lone pair participating in the resonance. If the lone pair on oxygen is involved in resonance, then it is less available to form a bond to an electrophile. The lone pair electron of hydroxyl (OH) oxygen is not involved in resonance, and it is easily available to form a bond to an electrophile.
