What are the stages of the policy process? The first couple people to respond in here can think in broad terms, then let 's get into more depth and detail. Later responders can just focus on one or two stages and see what insights you can offer. Work with each other to avoid repetition. Any issues arise? Any problems or controversies to discuss?
The policy process, political leaders may act on things without knowing the response of others. At times, they may be forced to act on certain issues based on their expert knowledge. Of course, you can’t please everyone. No matter what a policy outcome may be, there is always a group of people that will oppose because it does not meet their interests or it does not benefit them. Our book discusses the give stages in the policy process, and the several factors that are at stake during the process. The first objective is to get the problem on the agenda of the government. There are several factors that can cause this to occur, most importantly, it must grab the elected official’s attention. The political agenda is never at a halt, it is constantly changing as new issues emerge. Public issues that are most important during each era differ. Political discussion of dominating policy depends on the concerns of political equality. It doesn’t necessarily mean that the issue is strictly about equality, it may also be an environmental issue. It just depends on what issues really pose a threat during a specific time. Two of the most
Policymaking is a political process which is affected by various social and economic factors (Hofferbert, 1974) and media systems play an integral role in shaping the social context in which policies are developed. Through the media, citizens learn how government policies will affect them, and governments gain feedback on their policies and programs. Media systems act as the primary channels between those who might want to influence policy and the policymakers '' controlling the scope of political discourse and regulating the flow of information. Textbook policymaking follows an orderly sequence where problems are identified, solutions devised, policies adopted, implemented, and lastly evaluated (Mazamanian & Sabatier, 1989). In reality,
Patient access to affordable health care is an ongoing issue in the United States. The first portion of the policy process involves three different stages, the formulation stage, legislative stage, and the implementation stage. Three main stages exist in the process to transform a topic into a policy (Morone, J. A., Litman, T. J., & Robins, L.S., 2008). Coupled with the implementation stage is an evaluation of all the stages to determine effectiveness and gather information for use in future public health care policy making. In the formulation stage, the ideas, concepts, and information steam from this process of policy making. The
This is when the public has the chance to get involved in the policy making process.
In this paper we will discuss the final stages of how a topic becomes a policy. The paper will discuss formulation, implementation, and the legislation stage. These stages must be done in this order to ensure the policy is being formed the correct way and not scattered around. This paper will also consist of the evaluation stage, analysis stage, and revision stage and describe the purpose and methodologies process for evaluating and revising a public policy.
Answer 7. Every single child is different and will like and dislike different activities, and their won way and pace of learning. Angela should ensure that both Manshu and Jessica are given equal opportunities and an environment that lets them grow and learn at their own pace keeping in mind the difference in their age, stage and their own individual preferences. They should feel safe, secure and happy in their surroundings. It is her responsibility to ensure she caters to their individual needs effectively by carefully planning for each child, taking observations and getting to know their personal likes and dislikes. She should ensure that both of them are heard, more importantly heard with interest and their views and
Implementation stage commences after the policy has been approved. Some polices upon reaching the implementation phase will fail as the policy was more costly than budgeted for, hence it is necessary to conduct thorough research before commencing of policy process (Slack, 2011). The rules
Analysis of the Methods Used to Influence Policy Makers or Legislators to Support the Policy
A policy cycle starts by identifying issues, and then moves through to analysis and implementation to evaluate the policy’s effects. There are three main stages in which a policy outline moves through. This is where an idea is developed, then acted on and the results are checked. (Althaus et al. 2007)
Throughout the United States the policy process is the same. It starts with extra-constitutional actors, which are political parties, media, public opinion, and interest groups. These actors find a problem or issue and effect policy makers to get it known. These policy makers then use their concerns and create policy. The policy is then implemented by the bureaucracy in some way. The people and these extra-constitutional actors then evaluate this policy. Some may like it and let it be, while others may start the process all over again.
In conclusion, creating public policies can be a very useful tool in improving the lives of citizens in the United States. Making changes to existing policies is another great improvement initiative. However, it is important that legislators carefully research the short term and long term impact of certain policies before officially implementing them. I also believe that members of the society should be given a chance to voice their opinions on all proposed public policies, before a final decision is
John Kingdon lists the first stage for health policy is the agenda setting. There are a list of concerns or problems which officials are troubled about. In order to move an issue higher up onto the agenda list they encounter three processes which are: Problems, proposals, and politics. Problems relate to the issue at hand and the way those who have a say in whether or not those problems deserve more looking into. This leads into proposals. This portion is the process in how the policy is introduced, discussed upon, reviewed, and adopted. The politics section is focused on the political influences in regards to the agenda at
Although there are many problems that arise throughout the United States over time, only a select few will ever make it to the policy-making agenda of the federal government. Many average American citizens will designate these problems to be addressed by the government, yet those elected officials that make policy will rarely respond to these requests. All of this is due to a multitude of factors that will cause an issue to be placed on the agenda that is deserving of review and action.
Making or studying public policy looks like an ocean when being compared with other social sciences because it contains a combination of regulations and laws (Stanford University). Making public policy is very important because the rules and regulations should work for people’s benefits, otherwise, the policies will be considered old or insufficient to fulfill their aims or duties, but, in my opinion, not all public policies are beneficial to people because public policies do not reflect people’s or individual’s ideas, and they are initiated with maybe a sense of humor or feelings of persons, who would like to make that public policy. We study this because it focuses on how to analyze and know the ingredients of it, if it is useful to people, if it is still valid to use, and if people have got the benefits from it.
