1. The meeting I attended was the city of St. Augustine’s special meeting to establish the city’s fiscal budget and millage rate for the year. It took place on September 22nd, at 5:05pm. The city of St. Augustine holds its city commission meetings every second and fourth Monday of the month at Alcazar Room in City Hall, which is located at 75 King Street, St. Augustine, FL. This meeting’s purpose was to establish the millage rate for the city and how to allocate those funds into a set budget for the upcoming year. The new millage rate of 7.500 mills was approved for the fiscal year of 2016-2017, which is an increase of 5.47% from last year, in addition to a new budget for the upcoming year. 2. All of the city commissioners were present for the meeting, they include: Todd Neville, Nancy Sikes-Kline, Leanna Freeman, Mayor, Nancy Shaver, and Vice Mayor, Roxanne Horvath. At the meeting just about every type of group was represented, city residents of St. Augustine, business owners, special interested groups, in particular the Clean Up the City of St. Augustine initiative represented by Ed Salvin, and even a local Neighborhood Association represented by its president Susan Rathbone was present. Almost all of the individuals I mentioned attended the meeting to voice their belief that there should be an increase in the budget for improvement of local roads. 3. One thing of significance that I learned about at the city council meeting was meeting procedure. When I first arrived a pre-meeting workshop about annexation was occurring. After the regular meeting began we started with the Pledge of Allegiance. Next roll call of the council members was taken. Dallas Center has five council members: Mike Kidd, David Bagby, Kurt Pion,. For my community meeting assignment, I attended a Green Lake County Board meeting. I have never attended a County Board meeting before and I found it to be quite interesting. I found this meeting posted on the Green Lake County website and that is where I pulled the agenda from to take to the meeting. The meeting was about one and a half hours long.
The Board President called the meeting to order, and the board secretary did the roll call. The agenda was comprised of various reports and the secretary would go though each agenda item, beginning with the board secretary’s report, finance, personnel, listing of approvals for salaries that included names of staff/faculty, retirements, leave of absences, bills, travel, field trips, etc.
The experience going to the council meeting was great and I would imagine that the items on the agenda had a great deal to do with that. The topics I found the most interesting revolved around public nudity, serving alcohol in public, spending grant money, a gun ordinance, and polling the public about being taxed. The agenda item revolving around public nudity took up most of the time. Currently, Eureka doesn't have a ordinance in place to give police authority to arrest citizens who are nude in public when it isn't a sexual act. The chief of police gave example of a person doing Tai Chi in a public park nude. The police were called and couldn't do anything short of asking him to put his clothes on. St. Augustine, located in present day Florida, was established as a Spanish colony in 1565 by Pedro Menendez de Aviles as a way to reclaim Spanish control of the land and push out the French presence. Known as the “oldest continuously occupied European community in what is now the mainland United States” (Chaney 1989), it was originally the site of a town occupied by Timucua Indians. St. Augustine had trying times in its establishment as it under attack by Natives and the lack of supplies needed to thrive in the new land. The meeting began when the school board members entered the large group instruction room and took their seats at a panel table angled to the side of the audience. The meeting continued with the Joint Consent Calendar, the consent calendar is a grouping of routine matters to be acted on in one motion. There were six items considered and recommended actions taken anywhere from issues related to utilities to professional services. At the end of this presentation it was open to public hearing providing any concerned resident an opportunity to speak. This was followed by consent ordinances which city staff members began to speak about Community Development Block Grant (CDBG) and its draft citizen participation plan for years 2015-2019. This was followed by an ordinance for the Civic Plaza which would limit the use of skateboards, bicycles, and leashed animals during special events held at this location. Following these issues the council would make a decision which would be placed on record for public view. New business was proposed where an approval of long ranged property management was projected, but they motioned to push this event forward to the next meeting due to the absence of a council member who was more familiar with the issue.
I was very surprised at how many people actually attended the city hall meeting. Normally when you think of government, you assume that the people are less interested in attending meetings. This was especially what I thought would happen given the average amount of people who vote for local laws and political offices. Instead, I was surprised to see many people attending. While most of those who attended were older, there were some younger people as well. In general, the attendees where men between the ages of 40 and 70. Some were dressed professionally for the meeting, while others were obviously arriving straight from work and were dressed in work clothes. There were even a few construction workers present who were still in their day clothes. Most of the women who were present were older. My best guess is that the younger women stay at home with their children while their husbands attend the meeting. There were no children present, which was expected given that city council meetings are meant for adults.
