In this analysis we will review a case titled “The Dilemma at the Public Service Department.” We will be discussing different issues, amongst them are: opinions on the honesty, malfeasance, misfeasance, nonfeasance, accountability, competence, and why these particular responsibilities are identified. We will also discuss certain trade-offs made by the commissioner’s loyalty to the department as well as the governor, and public interest. We will also be discussing three barriers when it comes to deciding how the governor will be approached, along with the basic elements that are recommended in strategic management planning. First off, lets take a closer look at what the problem is here. Alex Washington was appointed by the governor to be the commissioner for the Public Service Department. He would be the second person appointed by the governor since his term began (Joseph, 2014). The case study highlights that Alex had previously heard rumors regarding the position, but he figured it was just criticism. After accepting the job, he began to receive letters of concern from the staff and constituents. There is a crisis in California today creating a stalemate in decision making and solving of any problems the state faces. There are so many problems and so many solutions, that no progress can be made properly without conflicting interestests and opinions pausing any headway that might have been made. Most people believe that California is stuck where it is because of rules and regulations that are great on their own, but terrible when combined. The result of this crisis is a downwards spiral towards lower funding for public services and a seemingly insurmountable problem with budgeting. Some changes have been made to help the budget, but they still aren 't enough due to the many elements that cause this crisis to be so complicated.
Americans will always find a way to help others, wether this is in serving our country through military, government, or research to help better ourselves. I believe that through encouragement, not force, we can raise the public service rates in our country.
Role of public service – to provide essential services well and to help the public to navigate to get services including help; it implements government policy to serve the public the best way possible and strives to meet the needs and hopes of the people of the land. The public sector PR is described as “driven by the need for transparency in how an organisation carries out its public duties, accountability to the public, on how money from taxes is spent and increasingly, public consultation and involvement in the services provided” (Tench & Yeomans 2009). Public sector organisations are those which are publicly funded - usually through taxes. This includes local government, NHS, Police, Fire stations, and Ambulance service. Public relations in the public sector widely focus on government and political communications which can be local, regional or central. The audience within this public sector is essentially the public - those who pay taxes in order to fund these public organisations as all of these services are paid for through either local or national taxes.
It is important for citizens, all levels of government employees and the institutions they serve to understand this concept of bureaucratic discretion. With education, nuances of the complexities of the job, and proper policies and guidelines, when bureaucratic discretion are made by the street-level worker they need to be balanced with ethics and integrity for the various situations they face. There is such a broad spectrum of public servants that bureaucratic discretion will also have a very broad range of definitions.

In any society, governmental entities enact laws, make policies, and allocate resources. Public policy can be generally defined as a law systems, strict measures, courses of action, and funding issues that about a given topic promulgated by a governmental entity or its representatives. Abortion is one issue that has been a matter of subject in government and citizens concerning its public policy. Over years the government has made decisions concerning the policy towards abortions in the United States of America. Abortion plays a major role in public policy on the issue of whether or not it is a public decision or a woman’s own private decision.
In my own opinion, the distinction on an aspect of administration and the political dichotomy is both workable and also it is practical. The reason as to why I am saying this is that first, the two aspects in the field of government running are very necessary (Goodnow & Books, 2016). In order for the government to carry out its operations for the better of the general public who are the core principles in a public administration, it is of important to have the two aspects in place for the leaders in government to operate as required in order to yield the best results of their services to the public expectations. The two are in a dichotomy situation but however, there is a way that they can be integrated and used concurrently to yield better results in government operations in its leadership process.

Partisanship is often a pitfall for many public servants, as it can present itself in a variety of dilemmas (Inwood, 2012). In many instances, public servants are influenced by the politics-administration dichotomy, a democratic phenomenon in which politics and administration are to remain separate from one another but work together for the benefit of the taxpaying citizen (Drysdale, 2010). Partisanship influences the issues inherent to this dichotomy because politicians often make the rules that public servants are trusted to implement. As students of Masters of Public Service degrees, it is imperative to develop a holistic and deep understanding of what “public service” means. Our class discussions have shown us the ambiguity of striking a balance between opposing forces: between intention and outcome, aid and empowerment, intrinsic and extrinsic affirmation, and self-interest and altruism. How do we balance these perspectives, when each has its benefits and pitfalls to the success of any project? In determining my own definition of public service, my hope is to elucidate factors that optimize each of these perspectives. In doing so, we can come closer to defining public service in a way that is both operationally useful and ethically guiding. Considering course documents and class discussions, I have defined the phrase as follows:
The dichotomy has been one of the most important concepts in the field of public administration. Even though for more than a century it has been the most debatable with ‘disreputable issues’ in the field. Svara and Overeem (2006), state that the dichotomy expands and contracts, rises and falls but never goes away, that is to say that the heat may wear off once in a while but the debate is always there and has never been forgotten, it is one of the primary debates of public administration. The dichotomy was not a construct until the late 1940s which is when it became an important issue of literature in public administration (Tahmasebi and Musavi, 2011:131).
