In the United States today, there are over fifty-one million disabled adults and children. Throughout our nation’s history, we have not allowed the best treatment and care for these numerous citizens. But, in the recent past, the government has passed laws, made exceptions, and thoroughly tried to provide accommodations to these people with special needs. While this is true, America, as a whole, still views this group as strange or different. Even though this is exceptionally normal, it is not correct. The United States needs to be opened up to the truth about their fellow American citizens. Over the course of this semester, I have come to the realization that above all, students with disabilities need to be treated with the respect and dignity that one would give any other child. This is why it is important to talk to and about people that have disabilities with “people first” language (Evans, Civil Rights Final Day, 9.17.16). This stems from the idea that a perceived disability is just one of a person’s many attributes. Students with disabilities are people that have individual abilities, interests, and needs. By using “people first” language, one emphasizes the importance of the individual over their diagnosed disability. According to The Arc, an organization that advocates for people with disabilities, “the language in a society used to refer to persons with disabilities shapes its beliefs and ideas about them” (The Arc, 2016). Using “people first” language not only ensures the person in question knows that they are valued, but it also helps set a precedent for the perception of people with disabilities in one’s environment. It also gives the student the opportunity to define his/herself, instead of being identified solely with their disability (The Arc, 2016).

The workforce Innovation and Opportunity Act (WIOA) and reauthorization of the Rehabilitation Act created the Independent Living Administration. Centers for Independent Living (CILs) are “advocacy-driven organizations that are run by and for people with disabilities (p.3).” CILs wants to see people with disabilities valued equally, and capable of doing anything in society without discrimination. One of the things to help achieve their envision to participate fully is by their core service by WIOA which is called Transition. This service helps the transitions from nursing homes to community-based residencies, the ones at risk of entering institutions, and the youth with significant disabilities.
After her time at the habilitation program, she moved to Colorado. Her first job in Colorado was at the Rise School of Denver, which “provides services to children with and without disabilities through an inclusive education model.” During her time at the Rise School, the executive director of Adams Camp reached out to her and provided a job description that immediately captured her interest. She rapidly transitioned into the Adams Camp environment and found her home. Jordan has the opportunity to serve 350 families every year in both Adventure Camp and other therapeutic programs that is offered by Adams Camp. But, it hasn’t all been an easy road for her at Adams Camp. She voiced, “With an aging population, we are tasked with creating age appropriate services for all. The other challenge is finding more empowering opportunities for our population.” Most people with developmental disabilities can live a long and fulfilled life, but their special needs vary by age. This act was established in order to eliminate discrimination of people with disabilities and to break down barriers in society that limits the freedom a disabled person. According to Section 2 Subsection A part one, "some 43,000,000 Americans have one or more physical or mental disabilities, and this number is increasing as the population as a whole is growing older." The disability-movement has fought for the disabilities rights throughout the years and has achieved goals such as accommodation of architectural infrastructures to serve better people who are physical impairments. The public policies have been great accomplishments because it has helped people with disabilities to be part of society. The disability-movement points out the healthcare finance policies have taken freedom away from the disability community, “ Health-care financing policies force disabled people into Institutions and nursing homes rather than funding independent living. Income-maintenance and public health-insurance policies include “disincentives” that penalize disabled individuals for trying to work productively.”(p.4). The government has done a great job on protecting disabled individuals’ rights. However, the health-care system has isolated this group even more by restricting the level of productivity that they have within the system, as a result this medical model marginalizes this group of people and this program available for this community does not fully address their issues.

To investigate the preferred approach of the ITM from employee’s perspective, two types of data were needed. One is data indicating the direct preference of the employee and two is data indicating satisfaction with ITM being approached in that manner.
