Throughout my policy paper process, I experienced a full range of emotions. If I am being completely honest, I did not I want to write a policy paper. I had been dreading for the past three years. I had always heard the horror stories about how terrible they were. However, throughout the process of writing this paper, I deduced that all of the stories to be extremely exaggerated. I unexpectedly found myself enjoying my topic as well as discovered the ease of the actual writing itself.
When I was writing my policy paper, I was trying to address the topic in the most thorough and educated way. My goal was to fully understand the situation in order to write with my best knowledge for this paper. I was trying to get all the point in every aspect of the paper. I am a motivated student who values doing my best on every assignment. With that being said, it is normal for me to strive for one hundred percent. I believe that my final paper was where I wanted it to be. I believe that with this amount of work and effort put into my policy paper, I think I have a high chance of achieving the grade that I was attempting to get.

I also used many online paper editor sources to check for spelling errors and reviewed with my peers to check that my paper was cohesive. I had my mother proofread my paper. She felt that I managed to inform my reader on the situation very well throughout my evening. In a survey conducted in 2003, it highlighted that the recurrent problem is the reimbursement rate from Medicaid to the physician (O’Shea, 2007). The Center for Studying Health System Change (HSC) show that 21% of physicians that state they accept Medicaid have reported they will not accept a new Medicaid patient in 2004-2005(O’Shea, 2007). This number would only logically be assumed to have risen in 2013 A survey conducted by the U.S. National Health reported that researchers have found two standout trends among Medicaid beneficiaries: they have more difficulty getting primary care and specialty care and they visit hospital emergency departments more often than those with private insurance (Seaberg, 2012). The lack of primary and specialty care access is mostly contributed to the following barriers; unable to reach the MD by phone, not having a timely appointment with the MD and lastly unable to find a specialty MD that will accept Medicaid. In a recent report released by the Partnership to Fight Chronic Disease, it stated that about 30% of Medicaid patients experience “extreme uncoordinated care”, there is a strong correlation between this situation and higher Medicaid spending and less quality of care given (Bush, 2012). The first portion of the policy process involves three different stages, the formulation stage, legislative stage, and the implementation stage. Three main stages exist in the process to transform a topic into a policy (Morone, J. A., Litman, T. J., & Robins, L.S., 2008). In this paper I will be discussing how our class came to a consensus on our policy analysis framework. To understand what we are attempting to accomplish, you need to understand the denotation of policy analysis. Policy analysis is a technique used in public administration so individuals can evaluate and scrutinize policies. Policy analysis is not only limited to policy’s that are already enacted, policy analysis can be used to analyze perspective policy’s. There are already a handful of policy analysis frameworks available for use. These include: Chambers 2009, Gilbert and Terrell 2009, Popple and Leighninger 2004, and Dobelstein 2003. Many of the frameworks are heavily influenced by the work of Eveline Burns, who was prevalent in the 1940’s and 1950’s. While these frameworks would have been suitable to use for our analysis our class chose to create our own framework to help with analysis. In these next few paragraphs I will explain how and why we chose what we did.

The 2007 Joshua Omvig Bill directed the VA to develop “data systems to increase understanding of suicide among Veterans and inform both the VA and other suicide prevention programs” (Veterans Affairs, 2012, p. 7). In 2015, President Obama signed the Clay Hunt Suicide Prevention for American Veterans Act into Law, requiring the VA to “make it easier for veterans to find mental health resources, do more to recruit and retain professionals” and to increase “accountability for the government programs serving them” (Baker, 2015, para. 2). Some students are reluctant to want to abide by the six dollar policy, so they will go elsewhere. El Camino is a college, but it is also a business too. And as a business, the focus, especially as a cafe or bookstore is to make money off of the students.
The government is in charge of operating the most diverse nation in the world while trying to take the best interests of as many people as possible. Controversy is unavoidable in a country with diversity among races, ethnicities, and political feelings. Public policy is not exempt from controversial legislation. Chapters 10 and 13 thoroughly discuss the issues of legal and social equality as well as policy relating to private morality. The formation of public policy relating to private morality and social equality is highly controversial because there are targeted groups that will benefit and non targeted groups that will be ignored by the policy; however a policy like affirmative action affects both targeted and non-targeted groups.
Purpose of / Need for the Policy: Our school has high expectations for academic success and conduct, that are clearly outlined, assessable, and no excuses are made because of the upbringing of students. Students, teachers, parents, and staff initiate and reinforce a culture of achievement and encouragement with a range of formal rewards and consequences for behavior and academic performance.
A federal policy’s implemented to enhance the probability of an issue within our country can be successfully mitigated. There are many steps involved with implementing public policies. The process consists of the following; understanding what the problem is, setting an agenda by prioritizing them, formulating, adopting, implementing, and evaluating the policy (ushistory.org). The Government and major corporations are the ones who have the most say in what gets enacted. While the average American citizen has limited influence on the process of federal policy making, there’s still ways we can make a difference. Your voice as an American can be heard in many different aspects.
I was given the opportunity to present a professional development on policy S.B. 20E known as the the Florida 3rd-grade retention policy. Balkcom (2014) states “Florida’s law requires students who do not meet a certain reading level on their standardized reading tests to be held-back, or retained. Retained Florida students receive intensive help from school reading resources as they repeat their third-grade year” (pg. 443). This policy was founded in 2002 and since then is still in effect. In concluding my professional development of literacy, I provided both administration and teachers with an evaluation form. For starters, most of the staff concur that the professional development was truly valuable to their learning. In addition, they believe the presentation was presented in a professional manner that refreshed their knowledge of the policy. Compared to other meetings covering a similar subject, most of the staff agreed this meeting serve its purpose well. Furthermore, the staff thought that reviewing the Florida 3rd-grade retention policy was extremely beneficial.
Climate change is a monumental problem in today’s American society, as it took center stage in the election between Hillary Clinton and Donald Trump. Both candidates had separate ways of going about the problem, introducing contrasting platforms. Hillary Clinton focused on continuing the regulations we have today through the Environmental Protection Agency, while Donald Trump wanted to roll back the regulatory funds considerably given to the agency.
The Homework Policy should be improved in a way where it catches the interest of the students. Many students don’t want to do homework because it doesn’t catch their attention and it isn’t fun to them. Because of this, they don’t remember what they learned from their homework, and may not know important knowledge for a test. However, if the homework is interesting, then it will catch their attention. And if the homework is fun to do, then they’ll remember it better.
California’s Soda Tax (AB 669) was presented to legislature this year by Assembly member Monning (D-27th District). AB 669 would impose a one cent tax per ounce on soda as well as other sugar enriched drinks. It is estimated that this statewide tax would bring annual revenue of 1.7 billion dollars to the state of California. Under California’s Proposition 98, a percentage of all new state tax revenue will go to K-12 schools.
