Napoleon decreed the creation of toursrevolving doors at foundling hospitals enabling individuals to place children in the hospitals anonymously. These babies were given to wet nurses and supported by the state until they were 12 years old.
The maximum on grain was reinstituted in an effort to ease the suffering on the home front. The maximum was set locally, so prefects undermined its purpose by setting the price above neighboring prefectures in an effort to purchase more grain for their region. In general, brigandage and vagabondage increased as prices rose from 50 percent to 100 percent throughout France.
