What are the primary components found within the USA PATRIOT Act that had a direct impact on homeland security capabilities, as well as impediments produced by it? Please note that the USA PATRIOT Act is no longer active, but we still need to know about it. The USA PATRIOT Act (Uniting and Strengthening American by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism) main purpose was to caution terrorism in not only the United States, but throughout the world. Its initial creation was sparked to address shortcomings in the government that led to the 9/11 attacks on the World Trade Center and Pentagon. Furthermore, the USA PATRIOT Act primary purpose was to better communication including information sharing throughout intelligence communities, state, local, and federal law enforcement, and foreign and domestic sectors. This initiated FISA (Foreign Intelligence Surveillance Act) gaining the authorization to gather evidence and carry out warrants regarding terrorism or suspicious acts ( Preserving Life and Liberty n.d) . FISA also authorized law-enforcement to identify, apprehend, and prosecute terrorist in the homeland. In addition to FISA, since it encouraged shared information and intelligence throughout all government agencies, it facilitated the creation of Fusion centers which as we know, housed a central location for shared information from state, local, and federal law enforcement. While addressing issues related to privacy and civil liberties, what steps can the government and others related to national security take to better seek and maintain such balance? The government as well as all other agencies in relation to national security can offer transparency when leading investigations like surveillance. Several Americans didn’t realize the scope of the Act including legislators who signed the bill initially. Some feared that not approving the bill would lead to further terrorist attacks. Also, what transpired when the PATRIOT Act passed was deceiving to the American people. Had there been transparency from the start, I don’t believe the bill would’ve passed, but it’s possible since there would’ve been disclosure. -Jordan
