A case study would be an example of a model that could introduce a policy change related to the Marijuana Opportunity Reinvestment and Expungement Act (MORE) 2019. It would present
an account that is fictionalized of an individual who was arrested for marijuana possession and then goes through the process of deleting their record. According to Civil Rights (2021), the MORE Act addresses the collateral consequences of federal marijuana criminalization and takes
steps to ensure the legal marketplace is diverse and inclusive of individuals most adversely affected by prohibition. The positive impacts that the policy change would have on individuals would be illustrated, and any challenges that may arise during the process would be shown. The
model that could be utilized for this situation would be Lewin’s change theory.
A significant shift in policy is represented in the MORE Act of 2019 when treating marijuana use and possession. A small amount of marijuana wouldn’t be considered a criminal offense. It would significantly impact those who have previously been arrested and incarcerated that have had possession of marijuana, expunging their records.
The MORE Act of 2019 would also affect the criminal justice system by decreasing the number of individuals who are arrested and incarcerated by the possession of marijuana. Resources would be freed up that could redirect to different areas, such as more severe crimes, such as investigations and prosecutions. According to Hudak (2021), in states where cannabis has been legalized, there have been significant drops in the number of cannabis arrests, racial disparities in arrest rates endure.
A comprehensive education and outreach campaign would be required to implement the MORE
Act 2019. Individuals who are affected by the change, including individuals who are working in the criminal justice system. According to Wisniewski & Udell (2020), any individual who is not under a criminal justice sentence may petition the court for expungement. For individuals under a criminal sentence, each shall receive a sentence review hearing resulting in a potential expungement, vacation of existing sentence and sealing of records.
A case study would be the best way to educate individuals about the MORE Act of 2019. Presentation of an account that is a fictionalized account of an individual who was arrested for the possession of marijuana and then attempted to process the record to be expunged. Positive
impacts of the policy change would be shown on individuals and highlight the challenges that could arise during the process.
The case study would also be included in a more extensive educational campaign of the MORE Act of 2019, such as providing educational materials, media materials, and public forums.
The overall goal of this educational campaign would be to confirm that individuals are more aware of the policy change and understand the impacts. It is also important to note that implementing the MORE Act of 2019 would need to be done in a fair and equitable way. This means considering the potential disparities that could arise, such as race and socioeconomic status
