What do the SPEC CPU benchmarks improve upon that the Whetstone, Dhrystone, and Linpack don't?

What problems do the SPEC CPU benchmarks solve that the Whetstone, Dhrystone, and Linpack benchmarks don't?

Is it conceivable for a compiler to generate output for the micro architecture level instead of for the ISA level?  Discuss the pros and cons of this proposal.
