The Constitutional Convention was held from 14th May to 17th September 1787 in Philadelphia, Pennsylvania.  This convention was organized to deal with the problem of a government that operated under the Articles of Confederation. Though it was said that the convention was held to ratify the Articles of Confederation but many of the federalists wanted to create a new government. As a result, the debate over the composition of the senate and proportional representation, and other significant issues took place.
