Is it part of a database administrator's job to have access of private data

In databases, the permission known as Authorization is permitted to a user, any program, or any process for accessing a specific object or collection of objects. The data access type will be granted to a user as read/write or read-only

Data Manipulation Language (DML) can be used as privileges for specifying which type of operation that the user is allowed to perform on data.

Almost all types of privileges to perform any action on the schema object are assigned to the database administrators and certain privileges are granted by the database administrator to an individual user and then the only user can perform DML operations such as SELECT, INSERT, or DELETE.  A database administrator's (DBA) primary job is to ensure that data is available, protected from loss and corruption, and easily accessible as needed
