In 1956 Democrat became the first Mexican American elected to the Texas Senate in the 1900s. As a state senator he was a fierce opponent of segregation. In 1961 was elected to the U.S. House of Representatives, where he served for 37 years. He was the first Mexican American to represent Texas in the U.S. Congress.
