CASE BACKGROUND
MGMT Hospital Inc is a private concern that recently opened its doors to the public in the suburbs amidst heavy traffic. There are hardly any quiet nights. Sirens are a constant feature. However, once inside, there is just the hustle and bustle of hospital staff going back and forth. A hospital
readmission is when a patient who is discharged from the hospital, is re-admitted again within a certain period of time. Hospital readmission rates for certain conditions are now considered an indicator of hospital quality, and also affect the cost of care adversely. For this reason, Centers for
Medicare & Medicaid Services established the Hospital Readmissions Reduction Program (HRRP) which aims to improve quality of care for patients and reduce health care spending by applying payment penalties to hospitals that have more than expected readmission rates for certain conditions. Although diabetes is not yet included in the penalty measures, the program is regularly adding new disease conditions to the list, now totaling 6 for FY2020. In 2014, Hospitals in surrounding cities spent over $41 billion on patients who were readmitted within 30 days of discharge. Being able to determine factors that lead to higher readmission in such patients, and correspondingly being able to predict which patients will get readmitted can help hospitals save millions of dollars while improving
quality of care.
Quality of care for patients is engrained in the hospital’s vision and is demonstrated on a daily basis throughout the hospital. Therefore, in order for MGMT Hospital Inc. to acquire the skills to be deemed a quality institution of care and to maintain that status, MHI must focus on the HRRP policy and find ways to make sure the hospital adheres to the requirements. Therefore, MHI is considering a number of options surrounding its efficiency, effectiveness and its competitiveness. One such option is procuring state-of-the-art equipment to reduce the possibility of error for surgical procedures. Another option could be forming alliances with clinics in the surrounding areas to redirect past patients who may be serviced at those health care facilities. The hospital’s administration believes that if past patients are redirected, health costs will be greatly reduced and patient safety and outcomes would be improved. Other options include changing the way MHI do business; encouraging professional develop processes to enable MHI’s staff to become up-to-date with care procedures; the idea of amalgamating with another care provider. MGMT Hospital Inc. seems undecided in the way forward.
You are required to review the above case and produce a Case Study (WORD) Report that responds to the following questions on the case.


1. Analyse the effectiveness of TWO (2) other named methods used for measuring quality of care at hospitals. Compare and contrast each method and show how each method interconnects with Hospitals Readmissions Reduction Program (HRRP). Determine the most appropriate method MGMT Hospital Inc. should adopt and why.


2. The Association for Computing Machinery designed a Code of Ethics and Professional Conduct ‘to inspire and guide the ethical conduct’ of computer users (acm.org/code-of-ethics). Select TWO (2) of these codes and examine their impact on MGMT Hospital Inc as they seek to implement the Hospital Readmissions Reduction Program (HRRP).


3. Review the types of organizational changes (Unit 5) and select one type that MGMT Hospital Inc, should seriously consider. Using appropriate references, justify your choice of organizational change.
