For Ma<0.8, the displacement experienced by the sound waves is larger than the displacement experienced by the object transmitting the sound waves. The sound waves move quicker than the particle is all directions, and hence, a person would register the sound waves before the particle approaches him. So whether the object is approaching, passing or going away from a person, he hears the sounds waves with the same intensity. Hence, there would not be a Doppler shift.
