Political-Economic. Franklin (2004) stated that tourism is often described as the world’s biggest industry. We can all agree that tourism is hugely significant in terms of environmental, socio-economic and political state.
According to the World Tourism Organization, tourism is the world's number one export earner, ahead of automotive products and petroleum, with more than 600 million people travelling to foreign countries during 2000, spending more than US$ 400 billion and all the tourism receipts internationally have total to more than US$ 500 billion. With all the people on the move, available space and time, affordable airfares, new, exciting destination and globalization, clearly resulted to the growth of tourism (Burns, 2005).
Public policies are created by government and authorities in politics. And politics is concerned with how power is utilized on society and this influences for making public policies (Pal, 2001). Public policy is what officials within government decide to do or not to do about issues and problems in society that require the part of the government. A policy is considered as public policy by the moral of its source and not on its impact on the public. Hall and Jenkins (1995) added that tourism public policy is a chosen action of government in relation to tourism.
Tourism policy is therefore an action or inaction of the government in specific relation to tourism. Tourism policy should also be specifically differentiated among policies of other
