Lockean account of resources: Lastly, Simmons discusses a states claims over natural resources, and what rights a state has to exclude others from using the natural resources within the State’s territory. The Lockean theory supports excluding outsiders from a nations resources, only if this exclusion is necessary for the state to perform its morally mandatory functions. Also, it allows citizens of the state to control any resources that are necessary for them to carry out their legitimate ways of life. This is allowed, in so far as they leave enough and as good for everyone else. So, if there is only one apple tree in this territory, I cannot monopolize all the apples from that tree since theres not enough left for everyone else; even if my way of life requires me to make apple juice.
