Summary
Lima was one of Treadway’s best plants in terms of productivity and quality control because it updated its equipment and utilized new technology. However, currently, Lima undergoes dramatic changes: job dissatisfaction and high turnover at the foreman level. Moreover, misfortunes never come singly. The entire manufacturer industry is facing some huge challenges including drastic increase in raw material costs and fierce global competition. The director of human resources in Lima plant, Ashley Wall, intended to analyze the issues and make a action plan to address these problems. Ashley needs to do five steps.

However, Ashley was just trying to address the issues that existed in the bottom of the company. She should also focus on solve the problems from foremen to managers. Therefore, the solutions include: creating an organized training system in Treadway Tire Company, reducing pressure on the foremen and supervisors for immediate results that is out of their control, and decreasing the period of shifts.
Solutions
First, Ashley should collect data or information about employee turnover and the training demand from foremen and supervisors. On the one hand, through the information, Ashley should know how many foremen are from internal promotions, external hire or transfers and then she can make sure which source is the most appropriate. On the other hand, through the data, Ashley also can understand the training needs of employee and then she can create an appropriate organized training program.
Secondly, the organized training program should include some important parts such as plant operations, communication between managers and the union workers, teamwork, and management education. All the employees from foremen to managers should join the training program. After the organized training program, there must be a refresher training course every half or one year to make sure employees’ knowledge is the latest. Tire City, Inc. (TCI) is a rising distributor of automotive tires in northeastern United States. Their distribution centers arelocated throughout eastern Massachusetts. Their tires are sold as on-demand bases with chain of 10 shops located all throughout eastern Massachusetts with a central warehouse outside Massachusetts. Due to this proximity of warehouse, TCI stores enjoyed just-in-time delivery with only 24 hours of lag time.
Treadway’s Lima Tire Plant, one of eight manufacturing plants operated by the company, has a workforce of 970 unionized hourly employees and 150 salaried employees. The plant underwent a $100 million expansion and modernization effort which increased capacity and utilized new manufacturing technology. As a result, the Lima plant had become one of Treadway’s top plants for productivity. However, it has faced a very high turnover rate and low employee morale in the position of line foreman. It is believed that once the turnover and dissatisfaction problems are resolved, Treadway can increase productivity, and reduce overall costs. I have experienced the difficulties and challenges faced with the way this has been in the past. With this new plan, it will completely eliminate the problems that have occurred from previous training processes. The company can save themselves many resources implementing a new training program with the phases: Goals and Objectives, Accessing Company Programs, Hands on workshop, Group/Teamwork activity, Evaluation and Follow up. Figure 1 shows the schedule of each phase and the days in which they should be carried out through the first week of training. Through the implementation of this project no extra resources will need to be used except the time of managers and other employees within the team. These are all miniscule factors in the beginning that will provide tremendous dividends in the success of this employee for the future.
A training program that is well-designed is proven to achieve maximum results and meet the training needs identified during a training needs analysis. A well-executed training program will increase overall productivity and provide the knowledge, skills, and attitudes the employees need to perform successfully.
