EXECUTIVE SUMMARY The purpose of this report is to provide feedback on administrative and public policy violation issues in the city of Crestview located in Okaloosa County, Florida. The report analyzes public policy violations, City Council member adjudication, transparency, and leadership issues in the City of Crestview. The report uses various research methods to gather data to help formulate the conclusion and recommendations of the report. The rational decision making model is utilized to make the best decision possible. “The rational decision making model is the best-known prescriptive model; the model involves several sequential steps: identifying the problem, determining the goals and objectives, identifying and evaluating alternative policies, choosing from the alternatives, recommending actions, implementation, and evaluation (Smith, 2014).” The use of this model is justified as it provides structure and sequence to the choices of the decision maker. The model helps ensure key indicators can be fully considered in a logical manner. It is recommended that the administration create new procedures and implement trainings or classes to educate City Council members, employees and other city officials on new public policies as well as the Sunshine Law. These trainings will outline laws, policies and ordinances as well as target times for legislators to move any issue from the systemic agenda to the formal agenda; this policy should allow for research on Crestview’s
The growth of the County is detailed through several planning elements: demographics, population needs, housing, economic development, environment, community character, parks and recreation, public facilities, transportation, land use. Many goals include, a focus to establish a sustainable long-term supply of water systems, an improvement of infrastructure, facilities, and simultaneously modernize with technological systems. Other initiatives include the establishment of mixed-use development, and several land-use surveys for future schools road projects. The economic development goal is to expand and diversify the economy by making the County more business-friendly. Another goal is the concern for the overall aesthetics of the County such as tree standards, open space development, and redevelopment of underutilized property. The members on the board of supervisors and planning commission, all seemed to be in agreement with each other on most matters. On the other hand, I noticed great deal of discord amongst the Gulfport City Council members, particularly between Councilwoman Ella Holmes-Hines and Councilman F.B. ‘Rusty’ Walker, IV. They both voiced disparities regarding the pay rate amongst police officers and firefighters. Although they did disagree, at the end of the meeting, Councilman F.B. ‘Rusty’ Walker, IV, did clarify that even though they disagree, they collectively think of themselves as a team; this showed great strength and maturity to
Getting citizens of a local community of more involved in local government has consistently been a challenge. A few suggestions to increase participation in the city of Shawnee include posting the dates of the city council meetings in The Shawnee Dispatch, both on paper and on-line, as well as on the City of Shawnee website. Also, posting the agenda for each meeting can drive attendance of Shawnee citizens with interest in a specific issue being discussed during the stated meeting. The increased attendance at the meeting will improve the frequency that a citizen will reach out to their area council representative to further discuss the issues facing the city. Another recommendation is to add a suggestion forum to solicit input from local citizens
Neighborhood Councils serve as representatives for locals in their cities and perform in a citywide role to assist citizens at a city level. They address citywide issues; take positions on politics all while proactively engaging their communities. Neighborhood councils are the links between government agencies and local communities. They represent the entire community, putting personal opinions aside. The Lake Balboa Neighborhood Council (LBNC) serves in an advisory capacity on issues of concern within their community regarding city governance. By working together to strengthen their community they are transparent and collaborative while promoting trust and accountability in accomplished goals. It is the Lake Balboa Neighborhood Council’s responsibility to improve the community and allow community members to weigh in on major issues.
I asked Hilgenbrink, What types of feedback and information do you have to give to the community or police headquarters? He said “First off we have to write citations to enforce the law and then we have to talk to our supervisor about any laws that could be removed. Citations involve a lot of paperwork and this is one my least favorite things to do.” They have to give parking, speeding, and all other type of fines to bring revenue into the city and to enforce the law. These citations consist of two pages of content pertaining to the law that an individual has broken. If the community has a problem with a law they can discuss it with the city council or it can be discussed at town hall meetings.
I went to the Carrollton City Council on Tuesday, March 7, 2017 at 1945 E. Jackson Road Carrollton, TX 75006 at 7pm. First, I thought it will be boring to go at the Council meeting but I was wrong. The reason is that everything is new for me and the people that I met they were new face to me. At the meeting, I saw a few Citizen couple, University and College Student like me, the speaker that who like to report what is happening around the city, Race trace company is requesting mayor to relocate their company around Surgeon Dr and Midway Road. This meeting does not take long because it just takes one hour.

1. Ignorance has been dealt with pretty well in my community. In the Palm Beach county board meetings, people bring their complaints in front of the board. I cannot speak for the people on the board, but I have noticed that they considered and reacted to the comments in a civil and professional manner. From what I can recall, the complaints range anywhere from local projects being behind to removing the confederate flag from a local municipality. People within the county board are comfortable with designation and have a “tower perspective.” They tend to treat the community in a way that they don’t know better.
Through a windshield survey one is able to assess a city. While touring through a city, one can evaluate and assess many different parts that make up the city. In this survey specific attention and detail was paid attention to in regards to three subsystems of the city. The three subsystems that will be discussed are education, recreation, and politics & government.
At the beginning of this week’s reading materials, we were introduced to Jim Dier the epitome of a natural leader establishing him by capitalizing on his personal experience questioning the status quo. Accepting his role as “Change Agent” for the community at large, his no-nonsense style aided in embracing innovative strategies that not only gave neighborhoods a voice, it injected a much needed level of civic duty and societal constitution into the governing body. Historical precedence introduced how Public Administrators were treated, as second-class public employees not afforded the opportunity to manage for their communities that created the perception that they were not mature enough to decide for themselves what was important to them
Nevertheless, to win re-elections civic officials must act or appear to act in the best interest of the community they serve. Thus, city officials support the development of residences near freeways because it allows them to build their reputation as officials who do their job by addressing the housing shortage, but they are neglecting the well being of those individuals who end up occupying given dwellings.
What exactly goes on in your local city council meeting? On October 22nd, I visited the Moraine City Council, located in the Moraine Municipal Court Building, to find out. The meeting started at 6 p.m. and lasted about thirty minutes and they are held the second and fourth Thursday of every month. The agenda, which was found at the entrance of the meeting room, listed all the topics that would be covered. In this essay, I will cover the people in attendance/process, the items discussed, and what I learned from this experience.
I chose to attend a city council meeting for this assignment and was very surprised at what I witnessed. The city council served an important purpose and the meeting actually accomplished many important goals. Among the interesting things that I saw at the council meeting were the people who attended, the people who presented, the people who sat on the council, and the subjects that were being voted upon in the meeting.
Kathryn’s presentation sparked my greatly sparked my interest as she mentioned hazards that I had not. For instance, she highlighted deteriorating and uneven sidewalks, exposed underground cables, and the use of pesticides on lawns. These were modest, yet extremely critical, spotting that I overlooked. On the other hand, Kathryn’s discussion about illegal dumping (trash) were similar to mine. In order to alleviate issues with illegal dumping, I suggested that the community members have a larger role in resolving the issue. Kathryn’s suggested actions from the Department of Public Works, which are already taken action to ensure storm drains and other properties are properly cleaned. I was able to gain great
