Crime prevention is essential in reducing the amount of criminal activities that occur within society. It is one of many pieces in a puzzle that help shape a community. By collecting data of criminal behaviors and locating the influences, a community is able to come together and make a difference. There are many programs throughout the United States that strive to make a change in crime. “Sexual violence is a serious public health problem in the United States, affecting people of every age and background. One in three girls and one in seven boys will be sexually abused before the age of 17.” (Briere & Elliott, 2003) In this paper, I will explain forcible rape in the United States and discuss ways to decrease criminal behavior in order for these individuals to become successful contributors within our society. I have chosen to compare crime prevention programs in the states of California, Florida, and Texas in my research.
Academic literature commonly refers to forcible rape as “the carnal knowledge of a female forcibly and against her will. Attempts or assaults to commit rape by force or threat of force are also included; however, statutory rape (without force) and other sex offenses are excluded.” (Richardson, 2013) In the United States, the arrest rate for forcible rape has seen a significant increase since 2013. Forcible rape happens every 6.2 minutes. According to the UCR data tool, which would only go back to 1960, the forcible rape rate was only at 5.4%. By the 1970’s it was at 15.5%, and in 1990 it was at almost 50%. Since reaching that point in 1993, forcible rape has begun to slowly decrease in the same way it increased. There has long been a debate over which, if any, are the most effective methods of crime control. Governments from bottom to top in our nation have poured over the issue with mixed results for as long as there has been a nation. Until very recently deterrence was completely based on fear of punishment. However, recent years have provided us with a more complete understanding of crime and its roots among the more desirable parts of our society, specifically the mind of a criminal. Through the study of psychology, specifically free will, determinism and social identity, we may find that situational crime prevention is a better means to deter crime in our nation.
For our research proposal, we have chosen to analyze a topic that hits fairly close to home for the three of us. This paper will look at the social condition of sexual assault concerning college aged females on public Texas University property. The paper will mimic the style of a grant, as if we were an organization looking to get funds to implement a program that would help decrease this problem in our community. The problem of sexual assault is a very broad topic; under it falls everything from forced sexual intercourse, to child molestation, to fondling. Rape is one of the most widespread and ubiquitous violent crimes facing America, making laws regarding rape and the judicial processing of rape increasingly important. The judicial process itself deters both rape reports and rape convictions. Not only does the judicial processing or rape cases itself deter reports and convictions, but it also has a negative impact on the moral and mental well being of the victims who decide to pursue their cases.
Sexual assault is a major global issue; sexual deviance such as sexual assault definitely needs a lot of social attention from many different societies across the globe (Nelson, 2007, p. 7). It is a very serious problem that needs to be continuously addressed, through research, government programs, and new fundamental treatment possibilities. As a matter of fact, it is continuing to spread rapidly with a percentage of 25% of women and 15% of men in the United States have been affected by sexual assault (Nelson, 2007, p. 7). Due to rapid growth, public awareness should be made about the different types of sex offenders. The public should be aware of their distinct characteristics and possible treatment options. Public awareness is extremely important; it allows us to know the many different kinds of people that are in this world. Different kinds of people, including sex offenders, it’s important to know what measures one would have to take and the different possible options when faced with such issues (Nelson, 2007, p. 7).
The Centers for Disease control reports that one out of every five women will be sexually assaulted or raped during their lifetime with most victims being girls or younger women. According to RAINN, the Rape, Abuse, Incest National Network (https://www.rainn.org) which calls itself “the nation 's largest anti-sexual assault organization,” nine out of ten rape victims are women and there are more than 237,000 victims of sexual assault in the U.S. every year, with a reporting rate of only 40 percent. Eighty percent of victims are under 30. Two-thirds of all the reported assaults are by someone known to the victim and only 3 percent of rapists get any jail time. The effects of rape are long lasting and have public health and social welfare consequences. According to RAINN, victims of sexual assault have higher rates of depression, post-traumatic stress disorder and drug and alcohol abuse than the general population. A crime in America that is committed all too often is the act of forcible rape. Forcible rape is not a crime only against women. The definition was recently changed to aid in gender neutrality and to account for forcible rapes among same gender (FBI’s Uniform Crime Reporting Program, 2013). Forcible rape in now defined as, according to the FBI’s Uniform Crime Reporting Program (UCR) (2013), “Penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.” Although the act of forcible rape is a serious crime, many incidents go unreported for one reason or another. Some reasoning of why a rape may go unreported include, being embarrassed to tell somebody that you were forcibly raped, the victim knew the criminal and is afraid that further injury may occur if they report the incident to the police, or the victim was possibly drugged and was not aware of the situation. I will describe some of the statistics and trends involved with the act of forcible rape, explain some of the reasoning behind why one feels the need to commit forcible rape on another person, how the social learning theory shaped those individuals into the criminals that they are.
Deterrence theory of crime is a method in which punishment is used to dissuade people from committing crimes. There are two types of deterrence: general and specific. General deterrence is punishment to an individual to stop the society as a whole from committing crimes. The focus of this paper will be based upon different crime prevention strategies implemented by members of the communities, local and government authorities.
Each year, data are obtained from a nationally representative sample of about 90,000 households, comprising nearly 160,000 persons, on the frequency, characteristics, and consequences of criminal victimization in the United States. Each household is interviewed twice during the year. The survey enables BJS to estimate the likelihood of victimization by rape or sexual assault, robbery, aggravated and simple assault, theft, household burglary, and motor vehicle theft for the population as a whole as well as for segments of the population such as women, the elderly, members of various racial or ethnic groups, city dwellers, and other groups. The NCVS provides the largest national forum for victims to describe the impact of crime and characteristics of violent offenders.”
Marital rape, a rape in which the perpetrator is the victim’s spouse, is an underestimated, underreported reality that effects 10-14% of all women in the U.S (Basile, 2011). Although the U.S. government has made strides in sexual violence laws in the past few years, marital rape policies still have a long way to go. The instance of marital rape should be combatted by the U.S. Federal Government with a multifaceted plan. First, the U.S. federal government should offer states incentive to develop laws where no distinction is made between marital rape and non-marital rape in terms of elements of the crime, statute of limitations, and length of the sentence. Second, the Federal Government should ratify the Declaration to Eliminate Violence Against Women. Third, the federal government should completely eliminate all funds for private abstinence only education. Fourth, the federal government should offer additional incentives to states who have rape education programs in their public high schools.
The truth about crime prevention is more complicated –less utopian than some liberals would like, but far more promising than conservatives will admit. Prevention can work and that it can be far less costly, in every sense, than continuing to rely on incarceration as out first defense against violent crimes. Instead of simply insisting that prevention is better than incarceration, then, we need to pinpoint more clearly what kinds of prevention work—and why some programs work and others do not, the most encouraging efforts share important characteristics; there are reasons why they work, whether the ‘target’ population is abusive families, vulnerable teens, or serious juvenile offenders who’ve already

They may want to tell the judge or parole hearing officer how the crime affected their life and yet they may be anxious because you don't know how to prepare an impact statement or you don't want to bring back bad memories by describing how the crime has hurt you. The last distinction between Saratoga County and Bronx County is violent crime. The measuring for the violent crimes is through the amount of reported violent crimes such as homicide, rape, robbery in 100,000 people. Violent crime can cause people afraid to exercise outside, elevate the stress level in daily activities, and increase the prevalence of other related diseases (“Violent Crime-Description”, 2017). The data from the University of Wisconsin Population Health Institute (“Compare Counties”, 2017) addressed that, the amount of violent crime in New York City is 394, in the Bronx is 621 and in Saratoga is 80. From the interpretation of these data, the information can be understood that the amount of violent crime in Bronx County is higher than Saratoga County and overall New York City. Saratoga County is even much lower than the overall New York City. When it is applied to knowledge, a lower number of violent crime in a population, the healthier they will be. Consequently, Saratoga County is healthier than Bronx County.
