The bill CS/SB 570 alters the current program for needy families requiring temporary cash assistance to ensure recipients comply with work requirements. In 1996, as part of the welfare reform including personal responsibility and work, the TANF program was created. The agencies participating in the assistance program are required to develop a work plan for each recipient. Also, a fee would be enforced for recipients when they lose their benefits card in order for a new one to be replaced. Ultimately, the bill is going to prevent people from staying unemployed, and make it harder to take advantage of the program. Another great aspect of the program is that TANF works with CareerSource Florida to help recipients with employment and training. CareerSource documents whether or not the recipients are meeting their work requirements to determine their level of cash assistance. The amount of cash assistance depends on a multitude of factors such as the family size and housing costs. The important thing to remember is that TANF is a short term assistance program for no more than 60 months, Florida law being 48 months. The new bill requires information from CareerSource to be reported annually, and a workforce study to be completed by the Legislature’s Office of Program Policy Analysis and Government Accountability. H.R.1469 - Welfare Benefit Reform and Alignment Commission (BRAC) Act is a Bill that was presented to Congress 03/09/2017. This bill intends to develop a testing program in which those who are receiving assistance can improve their quality of life and be basically self-sufficient and get off the welfare rolls. The welfare system is and has been in great need of reform and reorganization.
The Personal Responsibility and Work Opportunity Reconciliation Act also shifted the spotlight of welfare from family maintenance through government-supported financial assistance to family economic self-sufficiency through paid employment. This federal welfare reform policy known as TANF encourages employment and personal responsibility by mandating states to provide financial benefits to families on a temporary basis, having recipients participate in a work requirement while receiving aid, and providing incentives for recipients to transition off welfare. One negative aspect of this act is that it gives amnesty to those that are law breakers (“Are DACA and the DREAM Act 1”). In other words, criminals should not be given a chance to be part of the program, DACA. For instance, according to Lamar Smith, “the Dream Act proposals are a magnet for fraud. Many illegal immigrants will falsely claim that they came here as children or that they are under 30, and the federal government has no way to check whether their claims are true.” The point here is that illegal immigrants could lie about their age and at what time they first arrived in the U.S. In addition, “the Dream Act rewards the illegal immigrant parents who knowingly violated our laws. Once their children become U.S. citizens, they can petition for their illegal immigrant parents and adult siblings to be legalized. Those adults will then bring in others in an endless chain, which only encourages more illegal immigration” (Smith). Essentially, parents who brought their children to our country were breaking the law in the first place and it now allows others to petition to do the same. It is argued that since the implementation of the (PWA) the number of welfare participants who receive welfare benefits has been decreasing at record rates. Impacts On Welfare Participation, Employment, Income, Poverty, and Family Structure by Robert Schoeni, “After peaking in 1994, welfare caseloads had dropped 50 percent by June 1999; at that time, just 6.9 million 4 people representing 2.5 percent of the population were receiving welfare. I know they are underage but they are also "young" mothers and will definitely need more help. I know that in Hispanic cultures if you get pregnant young some parents kick the daughter out. With no choice but to grow up and I just thinking leaving with an adult-supervise is not always a option for young girls. The other provision I didn't agree with is states will be allowed to deny cash payments to children born into families already receiving assistance. I think this is just putting a cap on the families and it isn't right. I read more into this and the reason for this is because policymakers think that this provision will change the reproductive behavior of welfare recipients. I think that preventing families from receiving basic necessities by reducing welfare benefits could lead to greater familial poverty. I also read that one study found that family caps increase the poverty rate of children by 13.1%. I do like that they are trying to make education and training programs as continuum of activities that result in work.
