I. Summary
There are many airports in the United States that have noise problems. The noise problems come into account when the airport flight patterns are over residential areas and congested business areas. Tampa is ranked the 29th largest airport in the United States (Tampa International Airport, 2016). Tampa International is expanding and due to construction that started last year, flight will fly a different pattern over residential areas (Hammett, Tampa airport construction will reroute air traffic, increasing noise, 2015). Noise complaints have increased since the construction started (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).

Tampa International has voluntarily participated in a noise abatement program since 1999 with the FAA. The residential area affected has approximately 2,800 homes (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).
IV. Development of Alternative Actions
Alternative Action 1: Limit use of noise sensitive 1 Right runway to flights between 10 am and 6 pm on weekdays. No flights on the weekend or holidays are allowed on 1 Right runway (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).
Advantages. Access to the 1 Right runway during prescribed times will cut down on the planes using that runway. Therefore, reducing the noise for the people in the residential areas affected by the runway.
Disadvantages. Flight can still ask for and use the time restricted 1 Right runway even during the restricted hours (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).

The airport should verify their statements concerning the planes not adhering to the limit on 1 Right. The Federal Aviation Administration should review the pilots requests to land on the restricted runway and verify if it is needed. If there is not a safety reason, the FAA should stand behind the restrictions for 1 Right. Tampa International and the FAA should assign a liaison to handle residents’ complaints in the area detailed by the noise problem. The major airport that operated within Denver during that time was the Stapleton Airport. Up to 1970, the Stapleton Airport was able to accommodate the demands of Denver but in subsequent years it was unable to meet the ever growing needs of the city. The Stapleton Airport was seen as a liability and limited the attractiveness of businesses that were swarming to it. The people built this city and they do not have a say in what the government plan to do. The people should have more rights to have control over our communities. Its operational capacity was severely limited by runway layout; Stapleton had two parallel north-south runways and two additional parallel east-west runways that accommodated only commuter air carriers. An aging and saturated Stapleton Airport was increasingly seen as a liability that limited the attractiveness of the region to the many businesses that were flocking to it. Delays had become chronic. Neither the north-south nor east-west parallel runways had sufficient lateral separation to accommodate simultaneous parallel arrival streams during poor weather conditions when instrument flight rules were in effect. This lack of runway separation and the layout of Stapleton’s taxiways tended to cause delays during high-traffic periods, even when weather conditions were good. Denver’s geographic location and the growing size of its population and commerce made it an attractive location for airline hubbing operations. At one point, Stapleton had housed four airline hubs, more than any other airport in the United States. In poor weather and during periods of hightraffic volume, however, its limitations disrupted connection schedules that were important to maintaining these operations. A local storm could easily congest air traffic across the entire United States.3
Noise pollution cannot be fully eliminated but as stated before, it can be reduced to an acceptable level. Effects of noise varies greatly depending on the types of source, location of the recipient and the time of production. Hence, the noise produced by the aviation industry and its related operations are mitigated by different techniques and methods, which are as follows.

So with that being an issue the airport is faced with the decision of buying new land which usually results in buying whole neighborhoods and businesses. By doing this the airport personnel has to make it right for the people living in these neighborhoods and offer them good compensation to move away from the airport. They also have to think about the businesses around there and how the economy will be effected if those around forced to move. But if the economy will benefit from the construction at the airport in the long run the homeowners and businesses will not have a choice to stay, but once again they will be takin care of. Communities that use roads and highways by airports can be burdened by airport construction because of the increased traffic from construction vehicles hauling equipment and supplies to the airport. A lot of times construction companies have to travel through neighborhoods and other main roads that causes huge headaches for the community.
