I. Summary
There are many airports in the United States that have noise problems. The noise problems come into account when the airport flight patterns are over residential areas and congested business areas. Tampa is ranked the 29th largest airport in the United States (Tampa International Airport, 2016). Tampa International is expanding and due to construction that started last year, flight will fly a different pattern over residential areas (Hammett, Tampa airport construction will reroute air traffic, increasing noise, 2015). Noise complaints have increased since the construction started (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).

Tampa International has voluntarily participated in a noise abatement program since 1999 with the FAA. The residential area affected has approximately 2,800 homes (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).
IV. Development of Alternative Actions
Alternative Action 1: Limit use of noise sensitive 1 Right runway to flights between 10 am and 6 pm on weekdays. No flights on the weekend or holidays are allowed on 1 Right runway (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).
Advantages. Access to the 1 Right runway during prescribed times will cut down on the planes using that runway. Therefore, reducing the noise for the people in the residential areas affected by the runway.
Disadvantages. Flight can still ask for and use the time restricted 1 Right runway even during the restricted hours (Hammett, South Tampa residents say airport traffic noise keeps getting worse, 2016).

The airport should verify their statements concerning the planes not adhering to the limit on 1 Right. The Federal Aviation Administration should review the pilots requests to land on the restricted runway and verify if it is needed. If there is not a safety reason, the FAA should stand behind the restrictions for 1 Right. Tampa International and the FAA should assign a liaison to handle residents’ complaints in the area detailed by the noise problem.
