The purpose of this letter is to serve as my initial inquiry as to whether an issue I feel strongly about is appropriate as an Alaska State ballot initiative. My proposal would be to put on the ballot for the citizens of Alaska whether or not they should be bound by the agreement under the Uniform Child Custody Jurisdiction and Enforcement Act (UCCJEA). My concern is that the UCCJEA sounds good in theory, but in practice is hopelessly flawed due to the different ethical and legal standards which the courts of various states uphold. The UCCJEA does not elevate the standards of the inferior courts, rather it brings the best of states down to the lowest ethical level of the worst state in the agreement. Table 3 and Table 4 (Appendix A) show the permissions allowed in the RS-5, RNS-12 and RM-20 zones. In these particular areas is not allowed any type offices, so home-based consultant office cannot locate in the residential zone areas. Therefore, religious institutions can be located in RS-5 and RNS-12 zones with a special exception, but the RM-20 zone is allowed with provisions, as it can show in Table 4 (Appendix A). Moreover, with the purpose of improvement of the livability, all the three zones mentioned can have provisional parks.
I presented Esteban’s case during case consultation because I noticed that I had countertransference when doing his intake. My expectation when presenting this case was to receive feedback that would help me to provide effective treatment to Esteban without my countertransference affecting his treatment.
