Connecticut Gov. Dannel Malloy announced a series of initiatives which aim to reintegrate ex-offenders into society. The Second Chance Society initiative combines legislative changes to sentencing and parole procedures with a program to help ex-offenders obtain employment upon release and programs to divert individuals away from the criminal justice system prior to receiving a prison sentence. The employment program is modeled off of Washington’s I-Best program, which combines employment training with intensive basic education for adults. The initiative will also include a school-based diversion program, which seeks to reduce suspensions, expulsions and arrests in the K-12 system, and a housing program for frequent users of substance abuse,

It is critical to involve the neighborhood in establishing a natural guidance in the criminal justice process (Young and Taxman, 2002). Informal agents and the community should establish an inherent connection with the offender through Re-Entry Partnership Initiative (Young and Taxman, 2002). The Re-Entry Partnership Initiative was designed to assist those facing significant barriers due to former confinement or other circumstances as they re-enter the community and the workforce. It is incredibly important to address concerns surrounding the effectiveness of rehabilitation programs in ensuring the safety of the public. Angela Davis advocates for rehabilitation with a compelling vision for transforming the justice system, but many concerns have been raised about the outcome of these initiatives. Skepticism exists in regard to the long-term impact of rehabilitation on reducing recidivism rates, questioning whether these programs are truly able to address the root causes of criminal behavior or simply create temporary solutions to long-term problems. The scale and resource constraints that are associated with widespread implementation of rehabilitation programs pose challenges that are difficult to ignore. Investing heavily in rehabilitation without concrete evidence of its success is incredibly risky.
An open dialogue would be required between the legislature, department of correction personnel and the public. This dialogue would provide policy changes to the early release credit programs that focused on the reduction in prison population of non-violent offenders, establish rehabilitative programs to provide re-entry guidance and most importantly, always keep public safety at the forefront of the discussions. “The earned credits are viewed as incentivizing inmates to participate in rehabilitative programs that, in turn, should reduce recidivism after release from prison” (Turner, 2011). The prison system should not be viewed as a warehouse for humans but rather as a much needed form of justice that provides public safety by removing violent offenders and rehabilitating those that are deemed non-violent. Ms. Thompson’s proposal is she submitted to the Pioneer Institute Better Government Contest. The proposal is a Release Reform Community (RRC) Program to reduce the recidivism rate in the United States. The high recidivism rate in the U.S. is what she believes is from how difficult for an inmate to re-enter society after imprisonment. The program that Ms. Thompson proposed (RRC) is to address the lack of fundamental skills and structure needed to modify negative behaviors that have been long-ingrained in the correctional system. From her experience in the correctional system and speaking with other inmates, they feel that a program such as this will give them the best opportunity to live a healthy, productive life once released.
