Small et al. (1997) provide a summary of theoretical on the review of congestion measures demonstrated at the outset of this project that a number of different approaches are used to quantify the level of congestion for an urban area. Although there are a number of different congestion measures, travel time measures offer the best means for estimating the economic impacts of the congestion. There are several reasons for this:
1. Travel time corresponds directly to the traveler’s experience of congestion, when measured from a given origin to destination;
2. As indicated below, efforts to estimate the direct user costs of congestion are based on placing a value on travel time, often as a percentage of the wage rate; and

According to the municipality's website, Windhoek is growing at a rate of approximately 4.3% per year and within 20 years Windhoek will have to cater to the transport needs of 1 million residents. At the moment, there are approximately 330 000 people living in Windhoek and more than half of them work in the city center while some learners travel to school in the city from Katutura and other suburbs every day.
Apart from public transportation, which consists of taxis and municipal buses, the number of private vehicles in the city seem to be increasing daily as more and more people buy cars and traffic congestion gets worse as most of these vehicles use the three main routes into town.
According to IJG Securities' statistics of vehicle sales, 6 373 vehicles have been purchased in Windhoek alone since the beginning of the year, consisting of 3 102 passenger vehicles, 2 841 light commercial vehicles (bakkies) and 430 extra heavy vehicles (buses and trucks).

Traffic in downtown Austin, Texas is becoming a sever issue and is continuing to become slower and more congested every day. Austin ranks 4th on a list of U.S. cities with the least efficient roadways, and with its remarkable growth rate, the issue can only get worse. After reading numerous articles based on opinions and statements from local city planners and engineers, the best way to see an improvement in the traffic issue is to increase the amount of public transportation in the Austin area. The increase of public transportation would provide fast travel time and would help reduce the amount of money, commuters and locals use on gas by a substantial amount per year. Though many may argue the that we have enough public transportation already, reducing the number of personal vehicles on the road would decrease the amount of bumper to bumper traffic experienced on a daily basis, as well as increase the options for those commuting to the city every day. there are many possible solutions, such as widening the highways or even building them underground, these solutions however are not the most economically correct and productive way to relieve traffic downtown.
Using a market based approach, this paper details the final integrated policy option to help alleviate congestion in Atlanta as well as the reasoning behind why certain policy options were not chosen. This final policy option integrates the express lane and MARTA policies in order to attempt to take full advantage of the possible effects both options could have.
The team addresses that the main purpose of the study is to address long-term inter-regional transportation problems and opportunities and to consider alternative actions to addrees these issues as part of developing an integrated, multi-modal transportation system that permits the capable movement of people and goods, and provides better economic and transportation linkages between urban growth centres in the GTA west study area (figure 1) (Transportation development strategy report, 2012). Congestion and traffic pollution has been a major problem in New York City for years. There have been many laws, tolls, and fines implemented over the past few decades to try and fix the problem. Yet, congestion still exists. Congestion occurs when there is overcrowding on roadways that’s causes traffic jams. There are several reasons for the severity of this issue. Congestion causes a lot of delays in the city. It is unlikely that people are on time for anything, even if they planned ahead. With traffic in the city the way it is, you can’t blame them. As it can be immediately seen the car is the most common means of transport in the city with 45% of people using it; the Light Rail Transit is at the second place, with 10% less than car percentage. The other common public means of transport, the bus, and taxi are \the less preferred ways of moving around the city with just the 10% of people using each of them.
The town of Halton Hill’s population includes the areas of Georgetown and Acton and other communities such as Erin, Oakville, Burlington and Milton regions. This is what is considered to be my community because these are the many places that I am visiting most often and they are always referred to together as “Halton Hills Region” (p.5, 2011). With the substantial increase in population in the Halton Hills region, more specifically Georgetown, there should be a strong demand for a public transit system to counteract all of the environmental disturbances that are being caused due to this increase. One of the things that is happening is that there are so many trees they are cutting down in order to expand and grow the population with houses being built. Statistics are showing that the population of Halton Hill’s region will expand by 54% over the next 20 years (p.5, 2011). By the year 2031, employment rates will increase by 75%, leaving Halton with 42,100 jobs being offered (p.5, 2011). With this rapid influx of citizens, this will only increase the demands of travel to get to these work places as well as other destinations (p.5, 2011). Over the past couple of year’s the traffic congestion on the major roads in Halton Hills such as Trafalgar Road and Regional Road 25 with individuals trying to get to and from work. There used to be very little traffic in these areas, however since Halton Hill’s has continued to expand, the utilization of automobiles has significantly increased due to the fact there is no public transit system. Public transportation can help reduce stress caused by driving, save money, and also protect our environment by reducing the number of vehicles on the road. In order to get more people off the road and into the public transportation system we must increase the number of buses and taxis that are available. We must also increase the number of stops available for daily bus routes. With more stops on the map more people are likely to use the bus system. Each city or town will be able to decide where more bus stops are needed and make the adjustments necessary to provide better service for the taxpaying citizens. Of course, none of this is possible without adequate funds in each town/city and the gas tax is guaranteed to provide those funds. Providing more public transportation will help us reach our ultimate goal of protecting the environment and ourselves.
